REPORTING RELATIONSHIP:

Reports to: Assistant General Manager, Operations & Maintenance

Supervises the following positions: Provides supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision.

JOB SUMMARY

Under general direction, the core function of this position is to plan, organize and direct the operations and maintenance of CVWD’s Wastewater Collection, Treatment, and redistribution of Recycled (Nonpotable) Water.   The position will oversee the planning, operation, production, scheduling, resource allocation and optimization of all labor, materials and equipment within the Sanitation Branch of Operations and Maintenance, including all Wastewater Plants, and the Mechanical, Collections, and Nonpotable Water Divisions.   Additionally, the position will oversee CVWD’s Control Room, and other related work as required.

  • Under the direction of the Assistant General Manager of Operations, assists with the planning, operation, and maintenance of CVWD’s Wastewater Collection, Treatment, and redistribution of Recycled (Nonpotable) Water, as well as the Supervisory Control Room.
  • Plays a key role in the preparation and administration of the annual departmental budget, and provides input into long-term planning, and the prioritization of capital improvements.
  • Oversees the distribution of all equipment, material, and personnel to optimize resources, and provide support to improve internal and external customer service.
  • Ensures that employees, consultants, and contractors adhere to CVWD policies and procedures, and conform to environmental permitting, health and safety compliance, fugitive dust mitigation, and other related permitting.
  • Assists in the development of departmental performance standards, supervisory performance goals, the employee evaluation process, and the implementation of performance improvement plans as needed.
  • Develops, implements, and maintains a comprehensive preventative maintenance program for the Sanitation Branch of the Operations & Maintenance Department.

Job Requirements

MINIMUM QUALIFICATIONS:

Licenses/Certifications: Valid California Operators license issued by the State Department of Motor Vehicles.  Department of Motor Vehicles driving record may influence employment or classification. A Class “A” commercial license is desirable.

Experience: Ten (10) years of increasing responsibility in activities related to operations, maintenance and construction of large public works wastewater infrastructure.  This position requires a minimum of five (5) years of direct managerial/supervisory experience within wastewater collection, treatment, construction, and operations and maintenance. 

Education: Bachelor’s degree (master’s preferred) or equivalent from an accredited college or university with major coursework in business or public administration, chemistry, biology, mechanical or chemical engineering or a related field; OR College level courses in business administration, project management, supervision, and leadership are desirable.

Certifications in Project Management, and/or one or more of the following is highly desirable:

  1. California State Water Resources Control Board Wastewater Treatment Plant Operator T5
  2. California Environmental Water Association Collection Maintenance System IV
  3. Mechanical Technologist IV
