ENGINEERING TECHNICIAN I, II, IIILOCATION:
SOLID WASTE MANAGEMENT DEPARTMENT, SOLID WASTE OPERATIONS AND ENGINEERING SECTION, LANDFILL ENGINEERING GROUP
NOTE:
THE CURRENT VACANCY IS AT:The list of eligible candidates resulting from this posting may be used to fill any additional vacancies that may occur in the next six months at Calabasas Landfill, Scholl Canyon Landfill, Puente Hills Landfill, Palos Verdes Landfill, or Spadra Landfill. ESSENTIAL FUNCTIONS:
To perform a variety of increasingly more difficult para-professional engineering duties, in support of engineering programs including landfill, gas or hazardous waste checking; wastewater system; industrial waste monitoring; health and safety; technical services; or other technical assignments.
JOB SUMMARY:Under the general supervision of the Supervising Engineering Technician I, the incumbent will:
- Conduct a variety of field sampling, testing, data gathering, data recording, calculations, including office assignments providing technical support using computer applications
- Collect, compile, calculate, and present data
- Prepare reports and evaluate data
- Prepare tabular and graphical summaries of data
- Perform statistical calculations
- Perform tests to ensure the optimal working order of the gas recovery systems
- Troubleshoot problems identified from irregular data or equipment failures
- Perform physical or photographic inspections
- Operate equipment used in data gathering or sample collection
- Maintain and calibrate sampling equipment based on established protocol
- Perform basic chemical field tests
- Prepare routine correspondence and technical reports
This work is primarily outdoors, in all weather conditions, on uneven terrain.
This position may be filled at any level.
ENGINEERING TECHNICIAN I is the entry-level class in which incumbents receive work which provides an opportunity to learn the terminology, processes, and equipment of para-professional field engineering. The tasks assigned are less difficult and more routine than those of the Engineering Technician II or III.
ENGINEERING TECHNICIAN II is the intermediate level class in which incumbents perform a variety of moderately difficult para-professional engineering work requiring the application of general technical knowledge.
ENGINEERING TECHNICIAN III is the journey level class in which incumbents perform tasks requiring significant judgment, thorough knowledge and progressively responsible experience. Incumbents occasionally train or provide technical and functional direction to one or more technicians.
MINIMUM QUALIFICATIONS
Applicants must possess all of the following:
- A valid California Class B or C driver's license depending on the type of Districts' vehicle driven in the specific assignment
For
ENGINEERING TECHNICIAN I:
- Any combination of college or work experience in environmental science, physics, engineering, biology, or related scientific area, which provides the knowledge and abilities listed
For
ENGINEERING TECHNICIAN II:- One year of experience as an Engineering Technician I -OR- A Bachelor of Science degree in a directly related major
For
ENGINEERING TECHNICIAN III:- One year of experience at or above Engineering Technician II.
DESIRABLE QUALIFICATIONS:- A bachelor's degree in math, engineering or scientific field and/or experience with gas system or water quality monitoring is highly desirable.

Knowledge of:- Basic chemistry of industrial waste, hazardous waste, methane gas, water treatment, flow monitoring, or corrosion control
- Methods of preparing and interpreting maps, charts, graphs, and technical reports
- Engineering and scientific nomenclature
- Sampling procedures and measurement techniques for liquids and gases
- Terminology and procedures related to flow measurement and control, and material recovery operations
- Math calculations
- Applicable safety practices and procedures
- Hazardous waste materials
- Methods of interpreting and presenting technical data verbally and in reports
- Sample preservation techniques.
Ability to:- Test samples and collect data
- Locate monitoring stations
- Perform sampling and installation procedures
- Evaluate data
- Use computer software applications
- Perform math calculations
- Work in confined spaces
- Monitor equipment, gas meter and wells
- Communicate clearly both orally and in writing
- Prepare routine correspondence and data reports.
NOTE:This position may require the incumbent to be able to use respiratory equipment and pass an annual pulmonary function test.
ADDITIONAL INFORMATION
SELECTION PROCESS: - All applications will be reviewed to determine if the conditions and qualifications for testing are met.
- The selection process will consist of a written test which will be pass/fail and an interview weighted at 100%.
- Candidates must receive a qualifying score on each selection component to move forward in the selection process.
- The written test for the first round of qualified applicants will take place on Tuesday, March 14.
NOTE:
In accordance with the Districts' policy on retaking employment tests, scores received on the written exam will be used for all Engineering Technician I, II, III applications submitted within the next 3 months. Conversely, any scores received on an Engineering Technician written exam taken on or after December 14, 2022, will be applied to this recruitment.

RETIREMENT - CALPERS: The Districts belong to the California Public Employees' Retirement System (CalPERS), and all monthly status new hires will be enrolled in CalPERS. Most new hires will be enrolled in the defined benefit formula of 2% @ 62 in accordance with the Public Employees’ Pension Reform Act (PEPRA) and are required to contribute to the plan (7% for the 22/23 fiscal year; Effective July 1, 2023 the required contribution will be 7.75%). Those who qualify based on current or previous public service may be enrolled in the defined benefit formula in place on December 31, 2012, which was 2% @ 55 and are considered “classic” members. For “classic” members, the Districts pay the “employee share.” Please contact the Human Resources Department for more information regarding contribution rates. Although Districts employees are exempt from Social Security, employees are required by federal law to contribute a percentage of their salary for Medicare coverage.
COMPENSATION Full-time Hourly Employees may be granted a 5.5% salary step increase after working 1,000 hours with a performance evaluation rating of "meets expectations" or higher. Additional step increases may be granted if the employee is rated as "meets expectations" or higher after each additional 2,000 hours of work until they reach the equivalent of the top step of the salary range for their classification. Hourly Employees may apply for a “promotional” monthly status job in a different classification after 12 months of service, and may be converted in-place to monthly status on the first of the month following 18 months of full-time Districts service.
HEALTH INSURANCE - MEDICAL : Employees enrolled in CalPERS may sign up for their choice of medical plan. As of January 1, 2023, the Districts contribute up to $756.21 per month for coverage of the employee only. Each employee has the option of purchasing additional medical insurance coverage for family members, through payroll deductions.
- OTHER: For other types of insurance coverage such as life, dental or long-term disability, employees may want to consider obtaining their own policies until such benefits are provided after conversion to monthly employment status.
LEAVE TIME - VACATION: Employees accrue vacation hours based on the time worked in a calendar year. Vacation hours earned in one year may be used on or after January 1 of the next year. This is the only paid time off provided to Hourly Employees and it may be used to cover absences for reasons such as illness or holidays not worked.
