NEW INCENTIVE PROGRAM: Position is eligible for quarterly incentives of up to $5,000 based on performance measures. Must be full-time and complete first full quarter as a City employee.
Salary will be based on qualifications and experience. Maximum base pay for this position is $199,520 annually.
Education and Experience : Doctor of Veterinary Medicine (DVM) and a minimum of four (4) years professional veterinary experience in a high volume/high quality (HV/HQ) spay/neuter shelter, which may include veterinary internship or residency, in an animal shelter.
Licenses and Certificates : Licensed to practice Veterinary Medicine in the State of Texas by the State Board of Veterinary Medical Examiners prior to appointment or licensed in another state. If licensed in another state, must obtain Texas License within 30 days of appointment.
Texas and Federal Controlled Substances Registration, and USDA Accreditation within 45 days of appointment.
Texas Class "C" Driver License or equivalent from another state.
General Purpose
Under general direction, plan, organize, and supervise animal health, nutrition operations, routine health care and medical treatment of animals brought to the Animal Regulation and Disease Control (ARDC) facility. Participate in animal management and safety decisions.
Typical Duties
Plan, organize and oversee the daily medical operations of the Animal Shelter. Involves: Oversee the development, implementation and enforcement of animal care and disease control regulations. Develop and oversee veterinary division budget and ensure compliance with purchasing procedures. Ensure compliance with all applicable regulatory agencies, animal health and welfare regulations and standards including United States Department of Agriculture (USDA), Food and Drug Administration (FDA), Drug Enforcement Agency (DEA), Centers for Disease Control and Prevention (CDC), Texas Animal Health Commission (TAHC), Environmental Protections Agency (EPA), Texas Environmental Quality Control Commission and the Animal Welfare Act. Review facilities, protocols and standards for quality assurance. Approve recommended changes in animal housing and care. Oversee maintenance and control of narcotics and dangerous drugs, animal identification, records and inventory systems.
Oversee and provide veterinary care and treatment to animals brought to the Animal Regulation and Disease Control (ARDC) facility. Involves: Perform routine and emergency medical care. Oversee preventive medicine program. Perform surgery and post-operative care. Conduct postmortem examinations. Oversee nutritional standards and programs. Oversee vaccination, parasite control, bio-safety, quarantine and other protocols. Develop and maintain detailed records of animal diets and veterinary care, including drug logs. Perform epidemiological investigations.
Enforce laws associated with domestic and wild animals. Involves: Oversee and participate in the care, feeding, humane treatment and euthanasia of impounded animals. Ensure proper disposal of animal carcasses. Ensure proper inspection, investigation, epidemiological enforcement and quarantine related to disease and injury resulting from contact with animals and zoonotic diseases. Direct laboratory preparation of sample tissues for disease identification and prevention. Provide advice and counsel to local law enforcement agencies on the acquisition, management, referral, and disposition of canines. Direct the approval and enforcement of licenses and permits governing animal control to ensure compliance with regulations.
Represent the department and provide technical support, information and guidance on veterinary and animal welfare issues. Involves: Respond to requests for information on animals, including diets, care, environmental issues and other information. Participate in decisions concerning animal management, which may include animal acquisition, animal disposition, safety, exhibit design and reproductive programs.
Attend meetings, conferences and serve on ad hoc committees. May serve as Chairperson for the Institutional Animal Care and Use Committee. May advise and participate in conservation programs and research activities. May review and provide guidance during development of new exhibits and capital projects that impact animal care and welfare. Compile data, generate reports and maintain records and files.
Supervise assigned supervisory and non-supervisory staff. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance and review evaluation reports of subordinate supervisors. Provide for training and development. Enforce personnel rules and regulations, standards of conduct, work attendance and safe working practices firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
