The County of Yuba is currently recruiting to establish an employment list for the classification of Social Worker II. Under general supervision, incumbents perform moderately complex social services case work by providing a variety of services to County residents; conducting field visits; identifying, assessing and arranging alternative solutions to clients’ needs and obstacles; carry a moderately complex caseload; prepare and monitor plans; prepare court reports, depending on area of assignment; and perform related work as assigned. The work may be related to a specific program area or to more general social service benefit provision. Social Worker II is the journey-level in the social work series. This position reports directly to a Social Worker Supervisor II or other higher-level supervisor or manager.

Example of Duties:
  • Interview and counsel a diverse population of clients; isolate barriers to self-sufficiency; and evaluate need for services and/or make appropriate referrals to training, public assistance and social services programs.
  • Perform case management of moderately complex cases.
  • Conduct field/home visits, assessments, and reassessments as required to monitor and investigate progress and compliance
  • Prepare and review court pleadings, depending on area of assignment.

Ideal Candidate

The ideal candidate for this position will possess the knowledge of different medical, psychological and socio-economic conditions that affect the work of Health and Human Services and have the ability to evaluate clients for the various behavioral and mental health issues that may undermine established stabilization plans. The incumbent is adaptable and maintains composure when faced with the unexpected; will also be comfortable conducting field visits and investigating client progress towards established goals and compliance with program requirements. The ideal candidate is experienced in making appropriate referrals for professional counseling or assistance and has extensive knowledge of community resources.

Required Qualifications:

Minimum: Sixty (60) college level semester units with at least 30 units in a related field, (including but not limited to psychology, sociology, social work) and at least one (1) year equivalent to the County’s class series of Social Worker I.

Preferred: Bachelor’s degree from an accredited institution in a related field and additional years of case management experience.

Work Environment: Potential exposure to contagious or infectious diseases or hazardous substances and chemicals. Work with hostile or abusive individuals.

Special Requirements : Must successfully complete an extensive and thorough background investigation, which may include Live Scan fingerprinting prior to hire. DMV printout prior to hire. May be required to work outside normal working hours including evenings, weekends, holidays and other off-hours shifts. Will be required to perform disaster service activities pursuant to Government Code 3100-3109.

HIRING RANGE: $4,369.00-$4,806.00 Monthly

MEDICARE: Yuba County does participate in the Medicare Program.

STATE DISABILITY INSURANCE: SDIprovides benefits to employees who are unable to work due to non-work-related illness or injury. Paid Family Leave (PFL) automatically covers persons covered by SDI.

SUPPLEMENTAL QUESTIONNAIRE:

A completed supplemental questionnaire is an essential part of the examination process for this position. INTERVIEW SCREENING:

EXAM:

Applicants who have successfully met the minimum qualifications and completed any screening processes must successfully complete the Cooperative Personnel Services (CPS) Exam with a passing score to continue to the next phase of the recruitment process. The CPS Exam may potentially be administered online using County computers.

TESTING ACCOMMODATION:

WAIVER OF SELECTION PROCEDURES:

When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.

EMPLOYMENT ELIGIBILITY LIST:

An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.

DEPARTMENTAL INTERVIEW:

The Health & Human Services Department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
