Basic Function Provides expert opinions, evaluations, and assessments on matters related to construction management of major Metro rail and bus facilities projects based on current industry best practices. The Construction Specialist reviews aspects of Metro's construction project, does site visits, and interacts with construction personnel to identify practices, policies, activities, or behaviors that impact projects and may make recommendations for better safety, cost, or schedule methods. They may investigate construction site allegations of misconduct together with OIG investigators to determine the facts and make reports. They may be assigned special projects at a lead or management level to study, perform analysis, and report. Basic Function Provides expert opinions, evaluations, and assessments on matters related to construction management of major Metro rail and bus facilities projects based on current industry best practices. The Construction Specialist reviews aspects of Metro's construction project, does site visits, and interacts with construction personnel to identify practices, policies, activities, or behaviors that impact projects and may make recommendations for better safety, cost, or schedule methods. They may investigate construction site allegations of misconduct together with OIG investigators to determine the facts and make reports. They may be assigned special projects at a lead or management level to study, perform analysis, and report. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in Business Administration, Ethnic Studies, Psychology, Sociology, Women Studies, Public Administration, Human Resources, Industrial Relations, or a related field. Professional experience such as assisting in administering an EEO program may be substituted for the education on a year for year basis. Three years (3) full-time experience implementing and monitoring EEO or Workforce Equity programs, which must have investigation experience and report writing. PREFERRED QUALIFICATIONS: Experience in a public agency. Experience with case management software such as Case IQ Completion of EEO Investigator Training Experience using methods and techniques used to conduct investigations and complaint resolution. Familiarity with federal triennial reviews and report submission. Experience in identifying and responding to sensitive community and organizational issues.
