Under general supervision, a Wastewater Plant Supervisor will perform skilled and supervisory work in the operational control of wastewater treatment processes for effective and efficient operations; to insure that the wastewater is processed and discharged according to all health and environmental regulations; and perform related work as required. Work Performed Typical duties may include, but are not limited to, the following: Supervise and participate in the operation of wastewater treatment facilities to control flow and processing of wastewater, sludge, effluent and support processes; monitor gauges, meters and control panels; observe variations in operating conditions, interpreting meter and gauge readings; and test results to determine processing requirement. Maintain such records as logging operations, test results, maintenance work performed, chemical use and operating conditions. Review and evaluate records for process control. Provide direction and instructions to operations staff to control facility/wastewater processes. Provide assistance with contractor tie-ins or shutdowns. Plan and coordinate start-up of new processes or equipment. Evaluate and review operations of new equipment and processes. GENERAL DESCRIPTION OF POSITION This position plans, develops and supervises the activities of the Wastewater Divisions, which includes the functional areas of Production, Treatment, Project Management, and Environmental Quality. The Wastewater Treatment Operations Supervisor is responsible for the administration and supervision of operational programs, budget, capital programs, discipline, direction of staff, development of strategic objectives, activities and other functions relating to the safety job hazard, analyze standard operation procedures, operation, and maintenance of departmental processes and facilities established by Assistant Public Works Director and Director. Supervises Division staff, either directly or through subordinates. SUPERVISION RECEIVED Work is performed independently under the general supervision of the Assistant Public Works Director and Director. SUPERVISION EXERCISED Supervision is exercised directly over a staff of collection system maintenance workers, waste water treatment plant operations, lab analyst, pre-treatment inspector, or others assigned to division. May also supervise temporary employees. Minimum Qualifications/Special Requirements EDUCATION AND EXPERIENCE At least (3) years of project management experience directly involved with water/wastewater infrastructure. At least three (3) years of experience in support of operation of water or wastewater plant operations. Lead or supervisory experience preferred. Any equivalent combination of education, experience, and training which provides the knowledge, skills and abilities necessary to perform the work. SPECIAL REQUIREMENTS Valid State driver’s license or have the ability to obtain one prior to employment. Possession of current Arizona Certification as a Wastewater Treatment Plant Operator I or higher , or ability to obtain within one year of hire/promotion, and ultimately possess a Grade IV Wastewater Treatment Plant Operator Certificate within five years of hire/promotion. Based on assignment, may be required to participate and obtain NIMS (National Incident Management System) training certifications. May require other specialized licenses, endorsements or certifications depending on assignment Essential Functions This information is intended to be descriptive of the key responsibilities of the position. Plans, schedules and implements maintenance, and operation and construction activities designed to provide quality sewer, wastewater collection and treatment services for the City; Oversees maintenance and quality assurance work to determine acceptability and conformance to standards. Trains, supervises and develops assigned staff by writing and reviewing performance appraisals, preparing work schedules, providing training, technical assistance, and leadership, conducting meetings, and participating in the employee hiring process. Complies with, train’s staff, and promotes safe working practices and standard operating procedures in the division. Inspects the infrastructure for safety violations, ensures that safety procedures are followed and that safety equipment is worn, and makes periodic safety presentations to staff. Continuously monitors and supervises operations and maintenance of wastewater facilities to insure systems are maintained and operating in a cost-efficient and safe manner in accordance with manufacturers’ recommendations and the applicable regulatory agencies. Ensures appropriate, accurate testing and sampling occurs and provides appropriate, timely reporting to governmental agencies (ADHS, ADEQ, EPA, ADEQ, etc.). Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed. Continuously monitors operations and maintenance of wastewater facilities to insure systems are maintained and operating in a cost-efficient and safe manner in accordance with manufactures recommendations and the applicable regulatory agencies. Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of wastewater facilities and equipment. Maintains a variety of records relating to personnel, equipment, supplies, and operations by maintain such reports and records in accordance with required retention schedules. Advises Assistant Director, Director, Attorney, Engineer and other city officials in matters relating to department activities; provides information to various civic, school and public groups and individuals regarding wastewater problems and services. Insure that all necessary materials, supplies and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools and supplies from the store room. Supervises the location of gas, telephone, power, television, water and sewer lines from the appropriate sources prior to excavation and informs crew of such locations. Responds to complaints regarding wastewater issues and determines if liability lies with the city or the property owner; explains findings to property owners and notifies appropriate staff and agencies if necessary. Develops department operating and capital improvement budget and controls expenditures, continuously monitors and adjusts budgets and operations to comply with regulatory requirements while staying within established budgets. Monitors changes in laws, regulations, and technology that may affect division operations; and implements changes to policies and procedures after approval and submittal. Provides basic support and maintenance for wastewater treatment facilities, collections and conveyance infrastructure. Works with management staff, consultants, and regulatory agencies, in the preparation of bid processes, writing and presenting projects to City Council, and conducting project inspections until completion. May be required to work early mornings, evenings, nights, holidays, or weekends as needed and attend City Council and other related community and work groups meetings during and after regular work hours. PERIPHERAL DUTIES: May serve on various employee or other committees as assigned. Subject to “on call”, and may be required to work evenings and weekends. Performs special assignments as assigned. DISTINGUISHING CHARACTERISTICS This is the advanced-level classification in the Electrical Technician class series. Performs other job-related duties as assigned. QUALIFICATIONS Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. SUMMARY DESCRIPTION Under direction, leads and participates in the work of employees engaged in the construction, installation, inspection, testing, calibration, predictive, preventive and corrective maintenance and repair of electrical systems and process control instrumentation systems and related equipment used in the production, treatment, storage, transmission, and distribution of potable, agricultural, reclaimed and wastewater; assists in project management and may provide oversight for special projects; and performs related duties as assigned. Receives direction from assigned supervisory or management personnel. Exercises technical and functional direction over and provides training to lower-level staff. DISTINGUISHING CHARACTERISTICS This is the advanced-level classification in the Electrical Technician class series. Incumbents work under direction and exercise a high level of discretion and independent judgment in performing the full range of routine to complex duties associated with the installation, preventive and corrective maintenance, inspection and servicing of electrical and instrumentation equipment, components, and facilities. Incumbents also provide lead direction and supervision to clerical, technical, and professional staff. Immediate Impact: The successful candidate will be given the following objectives upon hire: 1) Within 3 months, demonstrate familiarity with the preventive and corrective maintenance program framework. This will include navigation of the Computerized Maintenance Management System (CMMS). Additionally, within 6 months, demonstrate proficiency in creating, updating and closing work orders, and reviewing performance metrics and reports. 2) Within the first 6 months, demonstrate ability to utilize the purchasing system to create a Requisition Self Service for an outside vendor. 3) Within the first 9 months, create and present a 30-45 minute training session on a repair process of the candidate's choice. 4) Within the first 12 months, provide a written assessment of the status of all primary mover equipment in the assigned work area for both water and wastewater, to include recommendations for repair, overhaul or replacement. The Ideal Candidate: Responsibilities: The following duties are typical for this classification. Monitors work of contractors and employees to ensure timely completion of maintenance and repair projects/work orders in accordance with District policies and safety standards; assists with field inspections of work progress and at completion. Plans, estimates time, coordinates, requisitions materials; performs and prepares reports related to assigned tasks. Performs corrective and preventive maintenance on a variety of industrial electrical systems, such as motors, variable frequency drives, soft-starts, circuit breakers, switchgear, motor control centers, automatic transfer switches, stand-by generators, transformers, control panels, electric actuators, lighting and building power systems using various testing equipment and tools. Performs the most advanced electrical work, including but not limited to designing and/or drafting control diagrams, elevations, and layouts; assembles, installs, and tests and repairs electrical equipment, including electrical panels, remote control equipment, motors, power and lighting circuits. Tests, troubleshoots, calibrates, repairs, and performs advanced preventive, corrective and predictive maintenance on a variety of electrical systems and process control instrumentation, HVAC systems, and components, and devices associated with the production, treatment, storage, transmission and distribution of wastewater, potable, agricultural and reclaimed water. Diagnoses well and booster pumping station equipment using specialized tools and testing/diagnostic instrumentation; troubleshoots pumps motors and makes appropriate adjustments and repairs. Reads, understands, interprets, and works from blueprints, plans, schematics, diagrams, and maps as related to wells, pumping stations, hydraulic control equipment and electrical control systems; prepares and maintains detailed documentation and work records, including data on facilities, details of failures, descriptions of work performed, as-built sketches, blueprints, and drawings. Enters scheduled and completed maintenance and repair tasks on horizontal, centrifugal, and deep well type turbine pumps, engines, motors, and other electrical equipment into database; maintains accurate records on all maintenance repair and service activity. Installs and troubleshoots new electrical equipment and tests for proper operation; troubleshoots cause of malfunction using visual inspection and precision measuring and testing instruments; replaces or repairs broken parts such as gauges, wires, fuses, relays, sensors, switches, circuit boards and other electrical components. Schedules and coordinates activities with other departments; works with other water/wastewater staff, contractors, and sub-contractors in performing maintenance duties as necessary including electrical repairs and maintenance. Performs confined space and permit required confined space entry in accordance with local, State, and federal guidelines, regulations, and laws; completes pre-entry checklists, performs atmospheric testing and evaluation of various entry conditions and situations; assists in the calibration and maintenance of confined space atmospheric testing instrumentation and self-contained breathing apparatus units. Uses a variety of standard and specialized test equipment such as insulation tester, voltmeter, ammeter, oscilloscope, vibration monitoring equipment, infrared thermal imaging camera and other specialized test equipment. Orders replacement parts to perform maintenance and repairs as necessary; maintains inventory of replacement parts and equipment; uses and manages district assigned procurement credit card by allocating transactions to proper accounts and submitting receipts with monthly statement to supervisor. Operates a variety of vehicles, cranes, light and heavy equipment, hand and power tools, and specialized precision measuring and testing instruments. Participates in the development of District safety programs; observes and complies with all District and mandated safety rules, regulations, and protocols. Responds to water and wastewater plants, boosters, wells and lift station emergencies and problems as required; makes emergency field repairs; participates in standby rotation and responds to after hour emergencies as required. Responds to public inquiries in a courteous manner; provides information in accordance with district policies. Acts in the absence of the Electrical Maintenance Superintendent, as assigned. Performs other job-related duties as assigned. QUALIFICATIONS Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Education Equivalent to completion of the twelfth (12th) grade supplemented by college-level coursework or trade school training in electrical technology and/or electrical maintenance or a related field. Experience Five (5) years of increasingly responsible experience in the maintenance and repair of electrical and mechanical equipment used in the distribution, collection and treatment of water or wastewater systems. Based upon a review of the application materials, the most qualified candidates will be invited to participate in the examination process, which may consist of an oral examination scheduled on July 2, 2024. Note: The examination process may be changed as deemed necessary by the Director of Human Resources. If selected to continue in the process, a copy of your current California Department of Motor Vehicles (DMV) record printout will be required. SELECTION PROCESS Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies. Any candidate that is selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a background history check, as well as a medical exam(s) administered by a City-selected physician(s) before hire. Prior to starting work, all newly-hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose conviction history will result in refusal of employment or termination. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
