  • Job Description

    The Position

    NOTE: Pursuant to the City/IBEW MOU, employees in this classification that hold a State of California Department of Health Level 2 Treatment License (T2), shall receive incentive pay for obtaining additional licensing. Eight and one half percent (8.5%) of base pay for obtaining the Level 4 Distribution License (D4). Eleven and one half percent (11.5%) of base pay for obtaining the Level 5 Distribution License (D5).

    Under the direction of senior management, this position performs journey-level work in the maintenance and construction of the water system. Incumbents in this classification perform several combinations of the essential functions listed below.

    Essential functions of the job include, but are not limited to, the following:
    Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

    Installs, replaces, and repairs water mains, fire hydrants, gate valves, service pipes, domestic, commercial, and flow meters, chlorinators, pumping equipment, and other appurtenant equipment of a water supply system.

    Flushes water mains, cleans reservoirs. May use acetylene torch for light metal burning and welding. Performs the disinfection of new pipes.

    Installs, repairs, and adjusts deep well pumps, booster pumps, compound meters, pressure gauges, reservoir recorders and valves, chlorination equipment, chlorine residual recorders and mixing chamber equipment, miscellaneous hydraulic valves, relief valves, check valves, float switches and other appurtenant equipment on the water supply and treatment system. Repacks pumps, checks and replaces bearings. Obtains water samples. Performs basic water quality analysis and adds chemicals to distribution system.

    Performs a variety of miscellaneous construction repair work in connection with equipment installation and repair. Operates construction equipment.

    Reads plans and drawings pertaining to the water system. Keeps work records and reports.

    Makes out tool and material requisitions. Reads water and electric meters.

    Acts as inspector on contract construction work to see contractor complies with plans and specifications.

    May be required to handle consumer inquires and problems.

    Trains and mentors support staff as it relates to construction and maintenance work. May act as lead worker directing semi-skilled and unskilled employees on construction and maintenance work.

    May act as operator or inspector in the water distribution facilities.

    May assist in the repair and construction of buildings and structures.

    May have opportunity to participate in related divisional cross-training efforts. Experience and qualifications gained in this cross training may apply towards promotional opportunities and transfers.

    Drives on City business.

    Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

    Performs other related duties as assigned or as the situation may require.

    Minimum Requirements

    Experience
    Completion of a formalized Water System Apprenticeship program or five years of experience in construction and maintenance of water utility system.

    Two years of experience in the maintenance and repair of mechanical equipment, including experience in the installation, repair and maintenance of water pumps and pump motors in a water utility system is highly desirable.

    Education/Training
    Graduation from high school or attainment of a GED of CHSPE certificate.

    Successful completion of at least one 3 unit class in Water Technology.

    License(s)/Certification(s)
    Valid California Class C driver's license.

    Possession of Grade "2" State of California Department of Health Services Water Treatment Operator and Grade "3" State of California Water Distribution Certificates.

    Possession of a Class B driver's license is highly desirable.

    Knowledge, Skills & Abilities
    Knowledge of:
    Applicable safety rules, practices and procedures.
    Basic mathematics.
    Basic water system technology, water chemistry, and treatment.

    Ability to:
    Provide exceptional customer service to those using the Glendale Water & Power services.
    Apply concepts of basic algebra and geometry.
    Calculate figures and amounts such as proportions, percentages, area, circumference, and volume.
    Communicate effectively in English both orally and in writing.
    Model and practice the highest standards of ethical conduct.
    Operate construction equipment.
    Read, write, and comprehend directions in English.

    Other Characteristics
    Willingness to:
    Work overtime as requested or required.
    Assume responsibility for maintaining a safe working environment.

    Special Conditions
    Employees in these classifications assigned Standby Duty must reside within 30 miles of the Water & Power yard.

    Promotional Eligibility

    Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

    An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.

    Selection Process

    EVALUATION OF APPLICATION: All applications, resumes and submitted reference materials will be reviewed and evaluated and only the top 14 best-qualified candidates based on applicable experience will be invited to the selection process.

    ORAL INTERVIEW: (Weight of 100%) To evaluate the applicants' experience, education, knowledge, and skills for the position.

    Candidates must pass all exam components with a minimum score of 70.00% in order to be placed on the eligible list.

    TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Any evaluation will be based on the candidates' education and experience as related to the position. Any examination will be to evaluate the candidates' education, experience, knowledge and skills for the position. The City of Glendale reserves the right to modify the above stated examination components and/or weights. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subjected to a background check including Livescan fingerprinting.
