RESEARCH DATA SPECIALIST II - STRATEGIC PLANNING & RECREATION SERVICES / GIS ENTERPRISE/ HEADQUARTERS

The reporting location for this position is Headquarters located at 715 P Street in Sacramento, CA - Monday through Friday. Partial telework is an option . This position will work under the general direction of the Research Data Supervisor II.

This position offers the opportunity to work in a team environment dedicated to the mission of the Department of Parks and Recreation. Under the direction of the Research Data Supervisor II, Statewide GIS Enterprise Section of the Strategic Planning and Recreation Services Division, the Research Data Specialist II will serve as the Senior Data Warehouse Specialist.

The successful candidate will possess current knowledge and shall be familiar with protocol, procedures, policies, and regulations pertaining to California State Parks. Additionally, the successful candidate will perform the more complex data analysis in response to ad-hoc research and reporting requests utilizing business intelligence software programs to query, validate, format, and organize structured and unstructured data to forecast trends and assess potential impact in areas where changes are being implemented and a body of knowledge or experience does not exist. Incumbents have responsibility for coordinating the more complex research projects or activities, which involves defining and creating new data models and visualizations to ensure information needs are met. Incumbents have responsibility for designing and directing major complex research projects or activities.

The incumbent is expected to perform all functions and duties with integrity, quality communication and cooperation. The incumbent must exercise a high degree of initiative, demonstrate tact, and exercise sound judgment that exemplifies the best interests of the state and of the Department.

Describe your experience with developing collaborative, cooperative relationships with peers and management.   • Plan, develop, and implement the design and construction of State Parks’ data warehouse. Serves as lead for database design.
  • Performs analysis of business and technical requirements, architectural design specifications, solution implementation.
  • Analyze technical problems, service requests, proposals, and work with developers to design innovative technical platform solutions.
  • Provide technical expertise in the design, development, and implementation on data exploration and visualization applications, including integration with other enterprise applications.
  • Performs the highest levels of database administration and operations administration for performance optimization and capacity planning.
  • Applies creative and critical reasoning to analyze complex problems, weigh multiple solutions, and carefully select solutions appropriate to business needs, project scopes, and available resources.
  • Writes Structured Query Language (SQL) procedures, triggers, functions, and views.
  • Design custom analytics and Power BI dashboards for analysis of trends affecting State Parks.
  • Ensure business and technical requirements and design standards are best represented in the final deliverables.
  • Create architectural documentation.
  • Plan for enterprise system capacity growth. Perform problem diagnoses, recommending solutions, and resolving systemic problems.
  • Perform technical evaluation of new software systems.
  • Lead the establishment and maintenance of standards and workflow processes for integration and deployment.
  • Provides technical expertise in the integration of GIS system components with other enterprise applications.
  • Prepares recommendations, presentations, product demonstrations, and decision-making analysis to upper management. Serves as a consultant in the development and maintenance of effective standards and templates to support technical service delivery.
  • Conducts or attends meetings with applications development staff and other technical staff and prepares technical documentation and project status reports.
  • Participates in special projects and prepares general administrative documents by performing technical research and developing issue papers as necessary.
  • Communicates effectively and displays strong verbal, writing, and active listening skills.
  • Possess strong time management, organizational skills, and is focused and detail oriented.
  • Ability to manage and prioritize multiple assignments and meet deadlines.
