Systems Analyst- Facilities and Environmental Services (FES)

Department of Information Technology

Full-Time, 12 Months

Exempt, Pay Grade 34

Job Summary/Objective:

This position provides Tier 2 technical and administrative technical support for a variety of enterprise infrastructure systems including desktop, network, telecommunication, and related business systems. Performs analysis work and maintenance on basic information systems for small customer groups. Acts as the expert on the use and operation of business systems. Has foundational knowledge and understanding of the business operations and procedures for assigned department.

Employees receive, analyze, resolve, and escalate technical support requests as quickly and efficiently as possible. Exemplary customer service skills are required as the work involves frequent interaction with customers and colleagues. This position will work closely with other staff as an integral part of our team.

Essential Functions:
  • Analyzes, designs, maintains and acts as an expert on business hardware and software systems
  • Consults with departmental management and customers on business operations
  • Develops workflow enhancements for system automation
  • Adheres to departmental standards in program development and system design to maintain a structured environment
  • Researches the capabilities of new hardware and software systems
  • Monitors application performance to ensure departmental operations
  • Prepares design documentation, operating procedures, and test scenarios for software solutions.
  • Documents requirements and procedures to define information processing requirements
  • Develops reports, diagrams, and flowcharts on historical and current operating data as defined by departmental requirements
  • Consults with vendors for bug fixes, system updates, and software upgrades
  • Ensures county business operations and infrastructure needs are met by effective planning and communication
  • Receives, documents, prioritizes, and resolves technical support requests from clients for our network, telephone, computer hardware and software systems
  • Trains customers and team members on supported software applications
  • Evaluates new and current computer hardware and software solutions
  • Works collaboratively with customers and team members to provide exceptional service to the organization

Required Education and Experience:

One or more years supporting information technology related hardware, software or computer networks.

Preferred Qualifications/Certifications:

Preferably one of the following:
Baccalaureate degree from an accredited four-year college/university in computer science, information systems management, business management, or a related fieldCommunity college degree in Computer Science or Business Additional experience may be substituted for educationCertifications such as HDI, A+, Network+, MCP, MCSA, MCSE, ITIL, PMP, PBA, ECBA, CCBA, CBAP.
Physical and Mental Requirements:
  • Work is typically performed in an office, data center or conference rooms.
  • Field work at a remote facility such as a public safety station or inside department vehicles or apparatus may be necessary.
  • Work is closely managed by senior staff.
  • In-person and virtual communications.
  • Eligible for part-time telework based on performance and position requirements.
  • Regular use of telephone and chat.
  • Regular use of computers.
  • Occasional need to perform urgent tasks to meet organizational deadlines.
  • Occasional work after normal business hours.
  • Occasional weekend duties.
  • Occasional operation of county vehicles to travel to locations throughout the county is required.
  • Regular contact other county employees and senior leadership at all levels of County government.

Remote Work:

This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

The Salary Range:

The hiring range for this position is $36.70 - $40.56 per hour (approx. $76,336 - $84,372 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
