QI Nurse Specialist (Facility Site Review Nurse Auditor) CalOptima CalOptima Health is seeking a highly motivated an experienced QI Nurse Specialist to join our team. The QI Nurse Specialist (Facility Site Review Nurse Auditor) will be responsible for performing Department of Health Care Services (DHCS), Facility Site Reviews (FSR) and Medical Record Review (MRR) in compliance with DHCS Medi-Cal Managed Care Division (MMCD). The incumbent will be responsible for auditing health network, CalOptima Health's direct provider offices and designated Healthcare Delivery Organizations (HDO's) to ensure safety, quality and physician compliance with local, state, federal and CalOptima Health's requirements. Additionally, the incumbent will conduct other focused site reviews, as requested by management. Position Information: Department: Quality Improvement Salary Grade: M - $85,000 - $141,086 Work Arrangement: Community Worker **This position is located in the Community.** Duties & Responsibilities: 80% - Audit Support Audits practitioner offices utilizing approved prescribed audit tools for FSR/MRR/ Physical Accessibility Review Survey (PARS). Assists practitioner offices and/or health networks for readiness to audit surveys. Provides pre-audit and/or post-audit educational sessions. Audits health care delivery organizations (skilled nursing facilities, dialysis centers, rehab, home health, etc.) as needed and scheduled, utilizing the appropriate audit tools. Documents accurately according to prescribed guidelines per audit tools. Maintains accurate and timely site audit files. Acts as liaison between provider sites and CalOptima Health to assess and communicate issues and improvement opportunities for the plan(s) of action and resolution(s). Performs follow-up audits/reviews as generated by initial outcome scoring on FSR/MRR to ensure Corrective Action Plans (CAPs) have been adequately implemented and develops CAPs as deemed necessary. 15% - Organizational Support Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability. Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department. Minimum Qualifications: Bachelor's degree in health services, public health, business (with quantitative emphasis), nursing or related field required. 3 years of experience in patient care, health care or managed care setting required. 3 years of clinical experience in medical/surgical, ambulatory care, Independent Physician Association (IPA) or medical group environment required. 3 years of experience in quality management required. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying. Valid driver's license and vehicle or other approved means of transportation, an acceptable driving record and current auto insurance will be required for work away from the primary office 50% of the time or more. General Purpose Under general supervision, maintains responsibility for assigned classroom or group of children ages 19 months to five years in a child development laboratory school; maintains a developmentally appropriate child-centered program in accordance with the lab school's program philosophy, goals and objectives; plans and implements curriculum; assesses progress and development of children assigned to a classroom/group; when appropriate, meets with parents to discuss their child's progress; models developmentally appropriate educational techniques for Early Childhood Education (ECE) students; and performs related duties as assigned. Essential Duties & Responsibilities The duties listed below are intended only as illustrations of the various types of work that may be performed. Plans, designs, supervises and implements a developmentally appropriate program for children ages 24 months to five years in most centers and for infants/toddlers less than 24 months of age in centers with infant rooms; develops and implements curriculum and lesson plans; incorporates developmentally and culturally appropriate activities and language experiences; acknowledges the cultural diversities among families and recommends the purchase of supplies and equipment that reflect the diversity within the community; provides models for children to maintain primary language and culture while acquiring a second language and developing an understanding of new cultures. Observes and mentors ECE practicum students during their time in the lab, based on the Child Development course outline of record; demonstrates and provides mentoring on developmentally appropriate methods and practices; monitors and provides feedback on the quality of interactions between students and preschoolers; evaluates student performance and provides observations and feedback to instructors. Conducts DRDP assessments of children; writes objective developmental descriptions for children based on observation and recording, holds bi-annual conferences with parents to review and revise expectations and special requests and to discuss their child's progress. Develops and implements conflict management and problem-solving strategies with children; assists children in identifying and verbalizing concerns and issues and helps them identify compromises and solutions to those issues. Assists with nutritional and food handling guidelines; utilizes appropriate food handling procedures; follows all safety precautions to avoid contamination or food spoilage and choking hazards. Provides instruction to children on hygiene procedures as necessary; follows universal health precautions; follows a written plan for dealing with blood or bodily fluid spills; ensures that other staff understands and follows plan procedures. Follows emergency procedures as required including provision of first aid and CPR; provides information about emergency procedures and health, safety and transportation policies to other staff and parents; assists in all fire and other emergency drills. Maintains all adult and child working areas in a clean, safe, sanitary and orderly condition; conducts inspections and reports replacement/repair needs; monitors outdoor play areas to ensure children cannot gain access to unsafe or unsupervised areas. Invites and encourages family participation in children's activities after providing any necessary guidance; provides information about community resources to parents and staff regarding health, social services, mental health, developmental and family support services. Follows procedures for child abuse reporting as mandated by law. Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District. OTHER DUTIES Notifies the Lab School Manager/Coordinators regarding needs for inventory replenishment of Lab School inventory of materials and supplies. Maintains up-to-date records on children and/or families. Participates in staff meetings, conferences, workshops and training. Substitutes for absent staff members. EDUCATION AND EXPERIENCE Graduation from an accredited college or university with a bachelor's degree in child development, early childhood education or a closely related field; and at least two years of experience teaching in a licensed early childhood education setting; or an equivalent combination of training and experience. For centers that provide care for infants less than 24 months of age, additional units in infant/toddler development are required. LICENSES, CERTIFICATES AND OTHER REQUIREMENTS A valid California Child Development Site Supervisor Permit. Current pediatric CPR & First Aid certifications from the American Red Cross, American Heart Association or equivalent. Proof of successful completion of Preventative Health and Safety Training is required within 30 days of hire. Work Location The position works at either the Columbia Blvd. Wastewater Treatment Plant located at 5001 N Columbia Blvd. in Portland, OR, or the Tryon Creek Wastewater Treatment Plant located at 195 Foothills Rd. in Lake Oswego, OR dependent on the annual Wastewater Operator seniority bid results. To Qualify Applicants must specifically address and demonstrate in their supplemental question responses and resume/work history how their education, training and/or experience, meets each of the following minimum qualifications 1. Knowledge of wastewater treatment processes including the operation of process control equipment, trouble-shooting techniques, and laboratory procedures. 2. Ability to maintain operational processes and procedures independently in wastewater treatment. 3. Skill in the safe use of tools, power equipment, and specialized process related equipment. Applicants must also possess: A valid state driver's license and acceptable driving record at the time of hire. Ability to obtain medical certification of respirator readiness and the absence of any physical characteristic that prevents rapid attainment of a tight seal between face and self-contained breathing apparatus requiring Wastewater Operators II to be clean-shaven.
