JOB SUMMARY

The City of Manhattan Beach is actively seeking for an experienced and knowledgeable Code Enforcement Supervisor for the Community Development Department.

Under general direction, the Code Enforcement Supervisor organizes, directs, supervises and participates in the operations and activities of the code enforcement function under the Building and Safety Division to educate and ensure compliance with applicable codes and ordinances to enforce public health and safety, primarily relating to private property; supervises, organizes, assigns and reviews the work of code enforcement staff engaged in the enforcement of municipal and regulatory codes and ordinances; interprets code requirements and provides technical advice; creates and maintains operating procedures to ensure a consistent code enforcement case process; and does related work as required.

ESSENTIAL DUTIES

  • Administers and coordinates activities of the Cities’ code enforcement function which includes a variety of activities such as public education and outreach efforts regarding building safety and enforcement of construction, land use and zoning, unsafe building and property maintenance codes.
  • Supervises, trains, and evaluates the work performance of assigned Code Enforcement staff; handles performance issues and participates in the selection of new employees; prepares and conducts performance evaluations; and ensures that staff technical training is current.
  • Ensures consistency in the investigation and enforcement activities performed by code enforcement staff.
  • Inspects residential, commercial, and other properties to determine the status of compliance with City codes and policies.
  • Develops programs designed to proactively ensure proposed and existing construction projects and sites meet City construction requirements and guidelines with respect to building, zoning, noise, notifications, site protection, City parking codes, ordinances, standards and procedures.
  • Tracks code enforcement case data and provides reports with analysis at a regular interval.
  • Oversees and implements improvements and configuration of any software or technology tools that support the code enforcement function.
  • Establishes and maintains effective working relationships with the public, property owners, and other agencies, co-workers, subordinates, and supervisors.
  • Receives, responds to, and answers complaints related to citizen requests for enforcement of City ordinances covering activities or circumstances related to signing, building occupancy, nuisances, housing conditions, construction, land use, dumping, zoning violations, sanitation, refuse storage, property maintenance, parking requirements, property damage and other conditions.
  • Patrols and conducts regular field inspections; coordinates enforcement efforts with and prepares documents, photographs, and other records for the City Prosecutor and/or District Attorney Office, City departments, and other agencies, as needed.
  • Supervises the preparation of investigative reports, Notices of Violations, Administrative Citations, Warrants, Notices of Hearing, Staff Reports and other documents related to code enforcement cases; prepares cases for court and testifies in court.
  • Inspects buildings that are being constructed, altered, moved, demolished to see that work is being done that complies with applicable building and related codes and ordinances.
  • Analyzes Federal, State, County, and City law and regulations to ensure program compliance.
  • Performs other related duties, as assigned.
  • May be required to work shifts, weekends, and/or holidays.


MINIMUM QUALIFICATION GUIDELINES

Education/Training/Experience:
  • A high school diploma or GED is required.
  • Six (6) years of experience related to inspection, law enforcement, land use, code enforcement work, or related field is required, including one (1) year at a supervisory or lead capacity in a similar professional working environment.
  • A Bachelor’s degree from an accredited college or university in construction management, engineering, land use, law enforcement, architecture, public administration, business administration, criminal justice, sociology, psychology, or a closely related field may be substituted for two (2) years of the required experience.

License/Certificates/Special Requirements:
  • A valid California driver’s license is required at the time of employment. State of California certification in code enforcement is desirable.
  • Must be in possession of Certification of California Penal Code 832 certificate at the time of employment.
  • Bilingual proficiency in conversational Spanish is desirable.
  • Ability to work on call, extended hours, weekends or holidays in order to respond to inspection requests. In accordance with California Government Code Section 3100, in the event of a disaster, City of Manhattan Beach employees are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.

Knowledge of:

Applicable laws, standards, and regulations related to various land use, nuisance, public safety, parking, traffic, and zoning codes and ordinances; inspection techniques, code enforcement principles, practices and methods as applicable to a municipal setting; principles of supervision and evaluation; budgetary practices and methods; contracts administration practices; research and analysis techniques; conflict management techniques; and general office practices, procedures, computers and other commonly used office equipment; and Microsoft Office Suite such as Word, Excel, PowerPoint and Outlook.

Skills in:

Operating motor vehicles, computer hardware, and general office software and equipment.

Ability to:

Lead and oversee the work of staff; interpret complex rules and procedures involved in City zoning codes and regulations; remain organized and work well under extreme pressure; prepare clear and concise memos, reports, and records; use word processing, spreadsheet, and permit tracking software program; provide comments regarding standard construction methods and improvements; investigate zoning code violations and respond to complaints and inquires; communicate effectively with others, both orally and in writing; establish and maintain effective working relationships with staff, management, general public and others in the course of work; communicate with others and relay accurate information; handle multiple assignments efficiently and effectively; handle and diffuse conflict in a professional and calm manner; and gain cooperation through discussion and persuasion.

Part-time employees are enrolled in PARS (Public Alternate Retirement System). All part-time and seasonal employees contribute 7.5% each pay period on a pre-tax basis. If an employee reaches 1,000 hours within a fiscal year (July 1st to June 30th) or is already a CalPERS member, then they are enrolled in CalPERS (Public Employees Retirement System).

The City complies with California Labor Code 245-249 by providing paid sick leave for part-time hourly employees accordingly.

The City of Manhattan Beach does not provide medical/dental/vision benefits to part-time employees. Eligible employees enrolled in CalPERS may opt into a CalPERS medical plan.
