Job Description:

Overview

To examine electronic and digital systems or equipment for possible evidence related to criminal behavior. Conducts forensic analysis of computers, cell phones, and other digital media sources for the use in criminal cases.

Essential Functions
  • Conducts forensic examination processes on a variety of media including, but not limited to, hard drives, thumb drives, memory cards, cellular devices, electronic networks and electronic network evidence.
  • Examines computer hard drives and mobile electronic devices for files and data fragments of interest, examines other digital related evidence, and reports of the findings in writing.
  • Examines items of evidence for data recovery and specific material of evidentiary value to include the detection and recovery of deleted/erased/hidden files.
  • Conducts evidence collection using network and physical collection protocols in a forensically sound manner while maintaining chain of custody throughout the collection and preservation process.
  • As needed, assists law enforcement investigative personnel with conducting cyber-crime investigations.
  • Testifies at trials, hearings, grand juries, and depositions, and answers all questions in a coherent, truthful and impartial manner.
  • Acquires computer related evidence which may include seizure of physical hardware or copying computer evidence at the search site. Must have the capability to respond to scheduled search warrants when required to assist in the acquisition and preservation of electronic evidence.
  • Retrieves data from custom, modified, or damaged software or hardware.
  • Disassembles and reassembles a variety of hardware devices.
  • Collects and transports items of evidence which specifically relate to the forensic job function.
  • Responds to requests to collect after-the-fact video.
  • Creates detailed notes on processes undertaken and develops electronic forensic reports in support of criminal investigation and prosecution.

Minimum Qualifications
  • Bachelor Degree from an accredited college or university in computer science, information technology, or related field; OR
  • Associate's degree in computer science, information technology, or related field and
  • Two years of work experience in computer forensics, computer systems analysis, and/or the operation, maintenance, and repair of computer systems
  • Or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities.
  • Possess and maintain a valid Florida driver's license.
  • Must obtain FDLE CJIS certification within 6 months of hire.


Job Based Competencies
  • Knowledgeable with acquiring and analyzing digital forensic data and evidence, data preservation, and chain of custody.
  • Ability and aptitude to work safely with and around electronics and other evidentiary items that may contact contaminates or other unhealthy properties.
  • Knowledge of computer forensic best practices and industry standard methodologies for acquiring and handling of digital evidence.
  • Ability to understand cell phone architecture and operating systems.
  • Must have considerable knowledge of cyber investigations (NW3C) EnCase, dc3dd, Cellebrite UFED, Microsystemation XRY.
  • Ability to communicate technical and other data effectively and clearly, both orally and in writing, and to prepare and present succinct, coherent and technically accurate reports.
  • Ability to process information logically (critical thinking) and solve problems.
  • Must be familiar with computer file systems and understand hard drive architecture and connection types.
  • Possess the ability to repair hard drive and/or cell phones.
  • Ability to establish and maintain effective working relationships with the City Administration, Department Directors, intergovernmental agencies, employees, and the general public.


Responsibility

Under the direction of and responsible to the Chief of Police or designated representative. No supervision exercised, but may lead a group or be assigned as project team leader.

Physical Requirements

This is light to moderate work requiring the exertion of 40 pounds of force occasionally and up to 10 pounds of force frequently. The work requires visual acuity to operate computer equipment and for reviewing, checking, preparing and maintaining written and computer files. Manual dexterity is required operate standard office, data entry, word processing and other computer equipment. Incumbent is required to have sufficient hearing ability to perceive information at normal spoken word levels.

Public Contact

Routine direct personal contact with all levels of the organization. May occasionally have direct personal contact with vendors and constituents. As such, may represent one of the many public faces of the Sarasota Police Department. A customer centric attitude through courteous and professional conduct is essential.
