The Division of Purchasing is responsible for the purchase of products and services needed by state agencies to fulfill their missions in the Executive Branch.

This is a senior-level professional position accountable for managing and overseeing the competitive procurement process on behalf of state agencies. At this level, employees give advice on procurement methods including, but not limited to: identifying and prioritizing needs, assessing the impact of procurement decisions, and developing strategies to mitigate risk. Employees are also accountable for recommending State policies and guidelines, training State agency staff, and reviewing State procurements for compliance with statutes, administrative rules, and policies.

What you’ll do:

  • Procures a wide variety of commodities and/or services, many of which are highly technical and require complex procurement standards and procedures such as negotiation, including conducting evaluations of bids received, leading evaluation teams of subject matter experts as needed.
  • Evaluates situations and has the authority to decide which type of procurement process is appropriate and to initiate and manage that procurement.
  • Performs advanced analytical work in deciding which methods of procurement, such as negotiation, single feasible source, emergency, multi-year terms, etc. is appropriate; uses that procedure to prepare invitations for bids, requests for proposals, and purchase orders, and to solicit bids or proposals from responsible bidders.
  • Provide contract administration or perform comparable independent highly complex and technical functions.
  • Contacts vendors to resolve contractual problems and to gain knowledge of the products, sources, prices, marketing practices, design, and capabilities of highly technical and complex commodities and services.
  • Conducts pre-bid/proposal conferences.
  • Collects statistical and other information, and conducts research to support recommended actions, to determine industry standards and price discounts, to locate commodities and services, and to develop standards and specifications for new products.
  • Assumes responsibility for the procurement of major commodity/service areas.
  • Potential to supervise teams of lower-level buyers by providing assistance and guidance in solving complex procurement problems, interpreting purchasing rules and procedures, and approving bids of lower-level buyers.
  • Advises and trains user agency staff regarding state statutes, regulations, and procedures for the procurement of commodities and/or services.
  • Receives general supervision from leadership; however, is expected to perform duties with considerable independence.

Minimum Qualifications

  • Bachelor’s degree required. (Substitution on the bachelor's degree may be allowed if 4 or more years of relevant procurement experience)
  • Desirable for the candidate to have 3-5 years of relevant procurement experience.


Preferred Knowledge, Skills, and Abilities

  • Comprehensive knowledge of current developments in procurement.
  • Comprehensive knowledge of the principles and practices of centralized procurement.
  • Comprehensive knowledge of state statutes and procedures of state government purchasing.
  • Ability to obtain and evaluate competitive bids.
  • Ability to secure, interpret, and analyze technical data, and to exercise sound judgment in arriving at conclusions.
  • Ability to work independently in assessing and managing priorities.
  • Effective written and oral communication
  • Able to analyze facts, apply identified parameters, and draw conclusions.
  • Self-starter who takes ownership of responsibilities.
  • Organized and detail oriented.
  • Adaptable to change, deadlines, and working with teams.
  • Ability to establish and maintain effective working relationships with co-workers, agency staff, and vendors
  • Experience with computers, desktop applications including Microsoft Office products.
  • Knowledge of SAMII, MissouriBUYS and SharePoint are preferred.
