Posting Open Until Filled Salary: Commensurate with experience General Summary The Office of Watershed Protection requires a civil engineer with extensive knowledge of stormwater management to oversee the design and construction of the stormwater Capital Improvement Program (CIP), as well as asset management, project prioritization, engineering design and standards review. This is an experienced managerial level position charged with responsibility for one or more activities within a department. Position oversees green stormwater infrastructure projects from conceptual development through design and construction; develops scopes of work, cost estimates, and bid documents for Office of Watershed Protection projects and programs; designs green infrastructure best management practices to address drainage or water quality issues; and maintains compliance with local, state, and federal regulations.
Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
- Oversees planning, design, scheduling, and construction of green stormwater infrastructure projects; develops scopes of work and cost estimates for projects while maintaining compliance with local, state, and federal regulations. Serves as a liaison and technical expert for transportation, roadway, parks and trail projects for the City that involve stormwater management and green infrastructure design.
- Oversees engineering surveys and studies, evaluation, and analysis of capital infrastructure projects to include reports, cost analysis, invoices, budget availability, and feasibility. Directs project field inspection and engineering staff, ensuring that project deadlines are met.
- Represents the City of Atlanta as the owner's representative for the Office of Watershed Protection construction projects. Responds to emails and phone calls from citizens concerning the City’s environmental regulations.
- Mitigates potential risks by incorporating clear and verifiable quality requirements and procedures and enforcing the contract requirements for projects Acts as Subject Matter Expert (SME) and provides technical guidance. Manages small to large design projects meeting schedule, scope and budget objectives per requirements of stakeholders. Provides as needed expertise and input during wet weather events.
- Provides design services to Department of Watershed Management as well as all other requesting City of Atlanta Offices to support their operational activities.
- Attends and reports on cost, project status meetings, prepare bi-monthly, monthly & quarterly program and project cost reports. Formats and maintains bi-monthly project and award status reports utilized by the Director to determine existing and future project funding. Provides a quarterly update of program costs and publishes updates to the Department of Watershed Management Operations & Performance Quarterly Report.
Required Knowledge, Skills, And Abilities - Knowledge of materials, methods, and the tools involved in the construction; intimate experience in stormwater management design (namely green infrastructure practices); knowledge of surveying, engineering, and construction methods; knowledge of planning, engineering design, and project management.
- Skilled in the use of software to create well-structured reports, spreadsheets, presentations, proposals, and other documents; skilled in preparing effective and strong oral and written communication; skilled in AutoCAD design software; and, skilled in reading, interpreting, and producing legal documents such as legal descriptions of property.
- Ability to maintain effective interpersonal relationships at all organizational levels and with the public; ability to demonstrate tact and diplomacy when dealing with difficult or sensitive situations; ability to work effectively, as part of a team to ensure team and business goals are met effectively and efficiently; and ability to work independently when required.

Minimum Qualifications - Education and Experience - Bachelor’s degree in Civil Engineering.
- 2 years of design experience
Preferred Education & Experience Master’s Degree in Civil Engineering.
Expertise in stormwater design including green infrastructure practices
Strong knowledge of CAD software and drafting procedures
Excellent prioritization and project development skills
Licensures and Certifications Eligible for Engineer in Training (EIT)license
