Minimum Qualifications

HELPS Appointment:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). *Additional information is provided further below.

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Open Competitive:
For Human Resources Specialist Trainee 1, SG-NS: A bachelor’s or higher degree.
For Human Resources Specialist Trainee 2, SG-NS: A bachelor’s degree and one year of professional human resources experience.
For Human Resources Specialist 1, SG-18: A bachelor’s degree and two years of professional human resources experience.

Competitive Appointment:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or if eligible for reassignment.

Transfer Opportunity:
Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Sections 70.1 or 52.6 of the Civil Service Law.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description

Are you interested in working with programs that support the premier state park system in the nation? The New York State Office of Parks, Recreation and Historic Preservation works with more than 200 parks, historic sites and environmental centers that make New York a top destination for recreation and historical tourism. We currently have an exciting opportunity available for a Human Resource Specialist 1 or Human Resource Specialist Trainee in our Human Resources Bureau - Staffing & Classifications Unit.

The Human Resources Specialist 1 will be focused on assisting in the preparation and advancement of classification requests on behalf of the agency in support of the Staffing and Classifications Unit. The selected candidate will develop expertise in the titles used by the agency, as well as serv as liaison with the Classification and Compensation Division at the Department of Civil Service. In addition, this individual will be assigned recruitment duties for one or more regions and/or programs.

DUTIES AND RESPONSIBILITIES:

• Communicate regularly with regional, program, and executive staff to discuss recruitment needs, classifications, and the Agency critical fill process.
• Manage the recruitment process from drafting of postings and canvassing of lists to review of resumes, advising regional and/or program management of progress, and compilation and routing of appointment packages.
• Utilize available tools including the Title and Salary Plan, Classification Standards, Civil Service exam announcements, the Eligible List Management System, the Title Transfer Reference System, the State Personnel Management Manual, and other resources to determine the most appropriate title(s) to request in support of region’s or program’s needs.
• Draft classification requests to ensure they are supported with adequate justification, duties, organizational structure, and additional documentation, as necessary.
• Coordinate with regional and/or program staff, the Employee Relations Bureau, Human Resources directors, and Human Resources Benefits staff to address probation terminations, probation extensions, second probations, and unsatisfactory performance evaluations.
• Conduct job audits to address out-of-title work grievances, and to ascertain if reclassification of positions are justified, as needed.
• Attend career fairs, attend and provide Human Resources trainings, draft policies and procedures, travel to regional locations, and perform additional tasks in the course of working within the Human Resources Staffing and Classifications Unit.

OPERATING NEEDS:

• Strong organizational, writing, creative, research and analytical skills.
• Strong computer skills, particularly with Microsoft Word, Excel and Outlook, and Adobe Pro.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.

SALARY:

Human Resources Specialist Trainee 1, SG-NS (equivalent to SG-13) - $51,902 to $65,219
Human Resources Specialist Trainee 2, SG-NS (equivalent to SG-14) - $55,005 to $68,805
Human Resources Specialist 1, SG-18 (Full Level) - $65,164 to $80,860
