ABOUT THE POSITION:The Zero Waste Coordinator plans and assesses operational goals and objectives of the division, performs responsible program development, managing the City’s solid waste franchise agreement, handling public relations, developing and implementing new solid waste and diversion programs, directing compliance monitoring, coordinating with local, regional and state agencies, performing special studies, and evaluating effects on recycling, composting, and zero waste initiatives in support of the City zero waste program. Primary project components include residential, commercial, industrial, school, and multi-unit complex recycling and composting and zero waste/environmental education programs policy development, and initiatives consistent with state, regional and local legislative actions.

Knowledge of: Principles, practices, and procedures of solid waste, recycling and environmental awareness programs; office procedures, methods, and equipment including computers and applicable software applications, such as word processing, spreadsheets, and databases; principles of business letter writing and basic report preparation; public agency workings, basic arithmetic and statistical applications, basic grammar, spelling, punctuation, and composition; principles of supervision; methods and techniques of public relations; record keeping methods and procedures; codes, regulations, and laws relating to solid waste reduction and recycling in California; and budget and contract administration.
Ability to: Develop, implement and administer a variety of solid waste and recycling programs; read interpret and explain complex laws, rules and regulations; communicate effectively orally in one-to-one and public speaking situations; address and mediate conflicts between people or within groups; interpret and communicate technical information to non-technical groups and individuals; communicate effectively in writing, address groups of people, elicit the cooperation of others, readily learn new subject areas, and coordinate a variety of tasks; establish and maintain effective working relationships with those contacted in the course of work; analyze complex financial documents, policies, laws and regulations and make sound recommendations; prepare and monitor contracts and budgets; and make sound decisions in a manner consistent with the essential job functions.
EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Experience - Three years of increasingly responsible administrative or program management experience, to include supervisory experience as well as budgetary and contract responsibilities within recycling, solid waste management, or conservation programs.
Education - Equivalent to a bachelor’s degree with major course work in business administration, public administration, environmental studies, or a closely related field.
License or Certificate:
Individuals must be physically capable of operating a motor vehicle safely and possess a valid, Class C, California Driver's License, OR be able to demonstrate the ability to travel on scheduled or unscheduled visits to various locations in the City which may or may not be reachable by public transportation.

Selection Process:
Applicants possessing the MOST DESIRABLE qualifications based on a screening of the application materials and supplemental questionnaire will be invited to continue in a selection process that may consist solely of an application screening, or may include an oral appraisal interview, assessment center, or another activity selected by the Human Resources Department. An eligible list will be established as a result of this selection process and may be used to fill future vacancies.
Working Conditions:
Work is performed indoors and in field conditions. Incumbents in this classification communicate orally, face-to-face, in group settings, and over the telephone to assist the public and deal with a wide range of people. The Zero Waste Coordinator operates a motor vehicle to multiple locations; some lifting, stooping, and climbing may be required; setting up and taking down various types of physical displays; safely lift and carry up to 30 pounds; attending meetings, workshops, and seminars during work and non-work hours; requires the ability to sit for extended periods of time; working with a computer keyboard to enter or retrieve data involves continuous or repetitive arm-hand movement; read fine print and computer monitors.
