GENERAL DESCRIPTION :

This position, located in the Texas Hill County, will work in rivers and streams across the state of Texas supporting public river access, conservation, and research. Work will involve developing access on rivers, surveying river trails by paddle craft and small powerboats, assisting in biological surveys, and interacting with landowners and constituents.

Under the direction of the Program Supervisor, the River Access Technician provides technical assistance for specific project or programmatic activities of the River Access and Conservation Area (RACA) Team. Primary duties include assisting the River Access Program Supervisor with field support, site maintenance, and customer service duties, and may assist with basic administrative duties. Assists in biological surveys of RACA sites including collection of riverine habitats, water quality, hydrologic, and biological data; and performing technical data entry and quality control checks. Assists in utilization surveys of RACA sites. Performs duties related to the maintenance and upkeep of grounds and facilities, scheduled and routine maintenance and minor repairs on vehicles, boats, outboard boat motors, small engines, and other field equipment. Provides customer service to RACA landowners, members of the public, and stakeholders; assists in public outreach events; answers to inquiries by email, phone, and in-person; provides assistance when applicable. Assists the Texas Paddling Trails (TPT) team with trail surveys, access improvements and/or maintenance. Performs additional duties as assigned. Complies with Agency, Division and Branch rules, regulations, and procedures.


Qualifications:

MINIMUM QUALIFICATIONS :

Education :

Graduation from high school or GED.

Experience :

Fish and Wildlife Technician I: No experience required;

Fish and Wildlife Technician II: Four years of relevant experience;

Fish and Wildlife Technician III: Six years of relevant experience.

Licensure :

Must possess or be able to obtain, within thirty days of employment, a valid class "C" Texas driver's license.

NOTE: Retention of position contingent upon obtaining and maintaining required license.

ACCEPTABLE SUBSTITUTIONS :

Experience :

Fish and Wildlife Technician II and III ONLY: Graduation from an accredited college or university with a relevant Bachelor's degree may substitute two years of the required experience.

PREFERRED QUALIFICATIONS :

Education :

Bachelor's degree from an accredited college or university in Fisheries Biology, Aquatic Biology, Wildlife and Fisheries Science, or a related field.

Experience :

Experience conducting biological sampling and collecting habitat data in rivers;

Experience in fishing and navigating rivers using kayaks, canoes or small john boats;

Experience operating, maintaining, and repairing vehicles, boats including kayaks and canoes, and field equipment;

Experience in customer service.

KNOWLEDGE, SKILLS, AND ABILITIES :

Fish and Wildlife Technician I-II

Knowledge of basic principles and techniques related to river access such as evaluating slope, access trails, and site conditions;

Knowledge of aquatic flora and fauna;

Knowledge of boating and water access safety practices;

Knowledge of basic mechanics, carpentry, and fabrication;

Ability to interact with staff at all levels of the department and other state agencies and organizations in a professional manner;

Ability to instruct others, particularly in safe operation and handling of paddlecraft and in recommendations for river access site improvements;

Ability to complete administrative programmatic functions, as directed;

Ability to use MS Word, Excel and PowerPoint to effectively convey information about river access programs and survey results;

Ability to coordinate with external organizations and/or agencies on project proposals, plans and specifications;

Ability to work independently with little or no supervision.

WORKING CONDITIONS :

Required to work flexible hours with night and weekend hours;

Required to travel throughout the state with possible overnight stays;

Required to perform job assignments in inclement weather;

Required to conduct water-based sampling activities;

Must conform to TPWD dress and grooming standards, work rules, and safety procedures;

May be required to operate a State vehicle;

Required to travel 40% with possible overnight stays;

Non-smoking environment in State buildings and vehicles.
