Position Description This is a flexibly staffed, three-part series. Incumbents will be expected to perform increasingly complex duties, requiring specialized knowledge of appraisal methodology as it relates to valuing property for property tax purposes. Combines various elements affecting land values and exercise judgment in arriving at equitable and consistent property value judgments. Prepare verbal and written reports and make recommendations based on complaints concerning appraisals. Minimum Qualifications APPRAISER I Knowledge of: Basic principles of land economics; general knowledge of the principles of property appraisals; general knowledge of property taxation in California. Ability to: Learn and apply the principles and techniques of property appraisal; assemble and analyze data and make mathematical calculations; establish and maintain cooperative relationships with those contacted during the course of work; exercise judgement. APPRAISER II (in addition to the above) Knowledge of: Factors involved in the appraisal of real property and the principles underlying the appraisal process; real property laws; provisions of the State Constitution and Revenue and Taxation Code pertaining to the assessment of property for tax purposes; purposes organization and procedures of the local Assessor’s Office. Ability to Apply appraisal principles and techniques in the equitable and justifiable appraisal of property; assemble and analyze data; make arithmetical calculations, charts, and descriptive sketches in connection with appraisal work. APPRAISER III (in addition to the above) Knowledge of: Real property appraisal for tax assessment purposes; common methods of describing real property; methods of making depreciation studies; principles and practices of public administration, time management and workload distribution; effect of economic trends and conditions affecting real property values. Ability to Read and interpret blueprints, maps and property descriptions; exercise sound judgments in the development, analysis and evaluation of appraisal information; analyze situations accurately and adopt and effective course of action; analyze complex appraisal and assessment systems and assist in improvement of same; establish and maintain cooperative relations with taxpayers and other contacted; prepare correspondence and reports. TRAINING AND EXPERIENCE: Equivalent to completion of a four-year degree from an accredited college or university with a course of study that provides basic knowledge to successfully perform typical duties or such other combination of education and experience that meets BOE approval for a temporary appraisal certificate. APPRAISER I No experience required. APPRAISER II Incumbents must be a Certified Property Tax Appraiser by the State Board of Equalization, have one year of experience appraising property for property tax purposes, and have passed the following courses or their equivalent: Course 2A - Residential Cost Estimating Course 3 - Residential Appraisal Procedures Course 5 - Income Approach to Value In addition, incumbent must show demonstrated competency appraising single family residential properties. ABOUT THE POSITION The Clark County Assessor’s Office is seeking qualified candidates to apply for the Property Appraiser position. As a member of our team, you will perform appraisals for industrial, commercial, and/or residential and/or personal property for taxation purposes. The ideal candidate will interpret, and document required information and conduct field inspections to derive equitable and justifiable property appraisals for assigned real and personal properties. As required you will prepare Assessor records, income, or market data and participate in presentations at the Board of Equalization hearings. Property Appraiser I: $27.29 - $42.28 Hourly Property Appraiser II: $29.44 - $45.66 Hourly The Property Appraiser I is a training underfill position, upon successful completion of the training program the successful candidate will be non-competitively promoted to Property Appraiser II. The ideal candidate will interpret, and document required information and conduct field inspections to derive equitable and justifiable property appraisals for assigned real and personal properties. As required you will prepare Assessor records, income, or market data and participate in presentations at the Board of Equalization hearings. The candidate will be part of the Appraisal Division of the Assessor’s Office. Property Appraiser I: $27.29 - $42.28 Hourly Property Appraiser II: $29.44 - $45.66 Hourly The Property Appraiser I is a training underfill position, upon successful completion of the training program the successful candidate will be non-competitively promoted to Property Appraiser II. THE POSITION With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice. The Real Property Agent II is a member of the Real Estate Services Section which oversees the acquisition of real property/property rights, sales, and leasing of City owned property. The position also provides support to other departments for any real property related projects. IDEAL CANDIDATE STATEMENT To be successful in this position, the ideal candidate should pay strong attention to detail, have a positive attitude, ability to be flexible and calm under pressure, and comfortable working with a diverse group of staff members, elected and appointed officials, and community members. The ideal candidate will also have a broad knowledge of real estate transactions, including Federal and State legal aspects specific to governmental real estate transactions. The ideal candidate should also possess the ability to: Communicate effectively with peers and senior management Provide recommendations Work independently under minimal supervision Multitask Under general supervision, to perform a wide variety of office and field duties in the General Services Department involving real property appraisal, acquisition, relocation assistance, disposal/sale, and lease negotiations for public agency purposes. DISTINGUISHING CHARACTERISTICS This is the journey level of the series. Positions in this class are flexibly staffed and are normally filled by advancement from the lower level class of Real Property Agent I, or, when filled from the outside, require prior experience in public agency and/or commercial real property appraisal, appraisal review, acquisition, relocation assistance, disposal/sale, title investigation, and leasing. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. A Real Property Agent II works under general supervision and, within a framework of established procedures, and is expected to perform a variety of duties in the appraising and negotiating for the acquisition, disposal/sale, and leasing of real property interests related to public purposes with only occasional instruction or assistance. Adequate performance at this level requires the knowledge of departmental procedures and precedents and the ability to choose among a limited number of alternatives in solving routine problems. A Real Property Agent II is expected to work productively even in the absence of supervision. Work is normally reviewed on completion and for overall results. SUPERVISION RECEIVED AND EXERCISED General supervision is provided by the Supervising Real Property Agent. ESSENTIAL DUTIES AND RESPONSIBILITIES Depending upon assignment, duties may include, but are not limited to, the following: Obtain, examine, and interpret property records and title reports to determine the extent and types of encumbrances and the status of interests in properties. Analyze and determine the effect of encumbrances. Negotiate with parties of interest to remove liens, judgments, or other encumbrances. Prepare necessary documents to effect title changes. Make appraisals of properties and review independent appraisals to determine market value and costs necessary in to acquire properties for City use or sale of properties. Examine engineering plans and property maps to determine extent of property requirements for street right-of-ways and easements. Negotiate with property owners, in person or through correspondence, to establish terms and conditions of property conveyances. Recommend settlement terms and courses of action to City departments and officials. Investigate sites, buildings, and prevailing rates in the area of desired location; gather sales, zoning, assessment valuation, improvements, tax and other pertinent information for use in developing appraisals. Secure execution of formal lease documents; prepare outline and lease terms for attorney's use. Coordinate the disposition of real property interests. Assist residential and commercial property owners and tenants in relocating under the Uniform Relocation Assistance and Real Property Acquisition Act of 1970, as amended, and other appropriate relocation laws. Maintain records and prepare a variety of reports. Represent the City in the community and at professional meetings as required. Write staff reports for City Council action. Present staff reports to City Council. Provide exceptional customer service to those contacted in the course of work. Other related duties may also be performed; not all duties listed are necessarily performed by each individual in this classification. QUALIFICATIONS Knowledge of: Principles and practices of real property appraisal, acquisition, disposal/sale, leasing, property management, title, and escrow activities. Basic engineering terminology and techniques. Techniques, terminology, and practices related to the acquisition, negotiation, appraisal, disposal/sale, leasing, property management and relocation assistance of real property transactions. Applicable Federal, State and local laws, rules, regulations, and policies pertaining to right-of-way activities. Applicable Federal, State, and local laws, regulations, and policies related to eminent domain, easements, right-of-entry, real estate title, and other right-of-way technical, legal, and financial activities. Principles and practices of real property appraisal, negotiation, acquisition, relocation assistance, economics, and law, related to real property acquisition, disposal/sale, leasing, property management, easements, and related matters. Ability to: Properly interpret legal descriptions of property and make appropriate decisions in accordance with laws, regulations, and policies. Communicate clearly and concisely, orally, and in writing. Research land records sources. Understand and interpret engineering plans, maps, surveys, and legal documents related to real property. Negotiate with property owners and parties of interest in property and to explain policies, plans, and interests affecting properties. Write and interpret various types of real estate documents and contracts. EXPERIENCE AND EDUCATION Experience: - Either- Two years of experience in the classification of Real Property Agent I for the City of Sacramento. -Or- Three years of experience performing work in one or more of the following public agency and/or commercial real estate areas: real property appraisal, negotiation, acquisition, disposal/sale, leasing, property management, relocation assistance, title and escrow activities. Education: Possession of a Bachelor's Degree from a four-year accredited college or university with a major in business administration, economics, real estate, or a closely related field. Substitution: Additional qualifying experience may substitute for the required education on a year-for-year basis. PROOF OF EDUCATION Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment .
