Job Description

The Project Manager will be the focal point of interface for most project work related to planning, RFQ/ RFP, engineering design and construction of city structures and facilities. They will report to the Senior Assistant City Engineer and will interface with all departments at the City, permitting and government agencies, suppliers, consultants, contractors, and residents in order to coordinate and supervise the performance of a project. They will be responsible for the successful execution of the work in regard to safety, budget, schedule and environmental compliance. They will also lead or support the preparation of scope of work and quality compliance requirements for RFP’s, and the evaluation of proposals from consultants and contractors.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Experience in design, construction and/or inspection of civil facilities such as, earthworks, drainage, roadways, pavements, utility distribution (water, power, and sewers), piling, bulkheads, and stormwater pump stations.
  • Familiar in the preparation of schedules using Microsoft Project or similar.
  • Experience in preparation of cost estimates and budgets for engineering design and/ or construction.
  • Experience in the preparation of technical and management reports and proposals.
  • Experience in the evaluation of qualifications of consultants and contractors.
  • Have negotiation skills and understanding of basic contract structure for the engineering and construction industry.
  • Coordinating with cross-discipline team members to make sure that all parties are on track with project requirements, deadlines, and schedules.
  • Meeting with project team members to identify and resolve issues.
  • Submitting project deliverables and ensuring that they adhere to quality standards.
  • Preparing status reports by gathering, analyzing, and summarizing relevant information.
  • Establishing effective project communication plans and ensuring their execution.
  • Facilitating change requests to ensure that all parties are informed of the impacts on schedule and budget.
  • Coordinating the development of user manuals, training materials, and other documents as needed to enable successful implementation and turnover of the process or system to the clients.
  • Identifying and developing new opportunities with clients.
  • Obtaining customer acceptance of project deliverables.
  • Managing customer satisfaction within the project transition period.
  • Conducting post-project evaluation and identifying successful and unsuccessful project elements.
  • ERP project oversight.
  • Additional related duties as assigned.
  • Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
  • Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

KNOWLEDGE AND SKILLS:

Knowledge:
  • City organization, operations, policies, and procedures.

  • Proven experience in project management.
  • Ability to lead project teams of various sizes and see them through to completion.
  • Strong understanding of formal project management methodologies.
  • Understanding of ERP implementation.
  • Experience overseeing a construction project.
  • Budget management experience.
  • Principles and practices of project management.
  • Proficient in Adobe (PDF) and Microsoft Office Products, specifically Word, Excel and Power Point.

MINIMUM QUALIFICATIONS:

Bachelor’s Degree in an engineering discipline, preferably Civil Engineering, from a recognized University. A minimum of 5 years of experience overall project manager, IT project manager, or ERP project manager; OR an equivalent combination of education and experience.

LICENSE AND CERTIFICATION:

Project Management Professional (PMP) certification is preferred.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed primarily in a standard office environment. May be required to lift and carry items weighing up to 30 pounds.
