Job Description

The Position

The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions, should they occur.

Performs moderately difficult paraprofessional functions related to property appraisal for taxation purposes, including: reviewing real and personal property accounts; performing clerical functions associated with gathering, analyzing and preparing property data.

Job Requirements and Minimum Qualifications

All responsibilities may not be performed by all incumbents:
  • Assists in performing moderately difficult technical work associated with gathering, analyzing and preparing data for use in determining property appraisals including: assisting licensed appraisers by measuring and diagramming buildings or property and verifying parcel and structure data; describing property, drawing plot plans; and recording sales data and property transfer information to initiate new records.
  • Assembles records, forms, maps and appraisal data in preparation for review by appraisal staff.
  • Assists in real and personal property appraisal process including: researching records to compile and prepare basic data for audits; performing on site reviews; applying tables to data to ascertain values; entering table and value information into the computer; and participating in related meetings and training.
  • Prepares and maintains detailed appraisal work papers; prepares written summaries of appraisal procedures and findings.
  • Acts as information source to property owners and other interested parties at the public counter and over the telephone, explaining appraisal and appeals procedures to the taxpayers.
  • Composes correspondence in accordance with standard policies; answers various inquiries; explains policies and procedures and arranges appointments; and processes routine and non-routine matters independently.
  • Reports administrative and/or operational problems to supervisor.
  • Performs specialized research on assigned subjects for staff and management.
  • Enters and retrieves a variety of complex information using a computer.
  • Creates and maintains complex and/or confidential files.
  • Disseminates a variety of information and/or reports to various agencies, divisions, or departments via telephone, mail, email or fax.
  • May serve as backup for other positions within the department.
  • Performs other related duties as assigned.


MINIMUM QUALIFICATIONS REQUIRED

Education and Experience:

High school diploma or GED; and two (2) years of progressively responsible experience performing clerical and technical support work in a County Assessor’s office, or other appraisal agency, real estate, mortgage-lending agency, or the construction/building industry, or a related field. Or a combination of related training, education and experience which provides a basic understanding of property assessment/valuation and the required knowledge, skills and abilities to perform the essential functions of the job.

One year (approximately 30 semester units) of educational college coursework in appraisal/valuation, finance, business, accounting, real estate or related fields may be substituted for up to one (1) year of the required experience.

Licenses and Certifications:
Valid California Driver's License

Knowledge, Skills, and Abilities

Knowledge of:
  • Applicable codes, laws, ordinances, regulations and legal forms and procedures.
  • Generally accepted appraisal techniques.
  • Methods and techniques used in searching for and compiling information using a variety of sources.
  • Correct English usage, including spelling, grammar, punctuation, and vocabulary.
  • Internal departmental policies and procedures.
  • External governmental bodies and agencies related to area of assignment.
  • All computer applications and hardware, as well as other general office equipment related to performance of the essential functions of the job.
  • Standard business arithmetic, including percentages and decimals.
  • Basic accounting, record keeping, report preparation, filing methods and records management techniques.
  • General office procedures, policies and practices.


Skill in:
  • Researching, compiling and verifying appraisal data.
  • Applying appropriate methods, practices and procedures utilized in the appraisal of real and personal property.
  • Reading and interpreting blueprints and sketches of real property descriptions.
  • Organizing work, setting priorities and meeting critical deadlines, adjusting to changing priorities and following up on assignments with a minimum of direction.
  • Analyzing and resolving office administrative situations and problems.
  • Using tact, discretion, initiative and independent judgment within established guidelines.
  • Typing from rough draft or printed text using a word processor or typewriter.
  • Using a computer to accurately and rapidly enter and retrieve data and information.
  • Communicating orally with internal staff, citizens, and other departmental staff in order to give and receive information in a courteous manner.
  • Operating and routine maintenance of general office machines such as copiers, facsimile machines, and telephone systems.


Mental and Physical Abilities:
  • Research, collect, assemble, process and record data related to property value both manually and on a computer.
  • Read and interpret documents such as laws, rules, blueprints, maps, operation and maintenance instructions, and procedure manuals.
  • Understand and carry out written and oral instructions, giving close attention to detail and accuracy.
  • Schedule and organize work to meet specific deadlines.
  • Establish and maintain effective working relationships with others.
  • Prepare clear, concise and complete records, correspondence and reports.
  • Observe conditions in the field, take detailed notes and photographs, make accurate drawings, recognize the relevance and significance of obtained facts and write summary reports.
  • Add, subtract, multiply and divide whole numbers, common fractions and decimals.
  • Deal with problems involving several concrete variables in standardized situations.
  • While performing the essential functions of this job, the incumbent is regularly required to: stand, walk; sit; use hands to finger, handle, or feel objects; reach with hands and arms; speak and hear; and push, pull, move, or lift above and below the neck objects weighing up to 20 pounds, use texture and shape perception and discrimination.
  • While preforming the essential function of the job incumbent may occasionally be required to ascend or descend ladders, stairs, ramps, and the like, using feet and legs or hands and arms and to maintain body equilibrium to prevent falling when walking or standing on narrow, slippery or erratically moving surfaces.

SALARY
Compensation is based on a five-step salary range, with annual merit-based increases within the salary range.

RETIREMENT

HOLIDAYS AND PERSONAL LEAVE
Mendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.

VACATION
Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.

SICK LEAVE
Paid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.

MEDICAL, DENTAL, VISION, AND LIFE INSURANCE
The County and the employee share the cost of an employee selected health care plan; enrollment in the plan includes $20,000 Life Insurance.
