Assistant IT Director, Infrastructure & Security

Job Summary/Objective:

The Assistant Director of Infrastructure & Security is a critical member of the Director of Information Technology’s team, a leadership role and an empowered representative of the Director. This position requires an individual with a strong technical background, as well as an ability to work across all areas of the organization to align priorities and plans with key business objectives. The Assistant Director of Infrastructure & Security provides strategic direction for the organization’s technical infrastructure and security including, but not limited to: on-premise, cloud and Wide Area) in support of organizational needs. Performs complex professional and responsible leadership work in directing the activities of the Infrastructure and Security Divisions within the Department of Information Technology.

Essential Functions:
  • Contributes technical leadership to the organization’s continuity of operations;
  • Determines technical and cost feasibility of projects; and prepares proposals for new business with assistance from subordinates;
  • Assists Budget preparation and planning;
  • Serves as consultant to organizational management in establishing long range goals and preparing proposals for new business;
  • Assures effective liaison with other functions and departments to obtain all cooperation and support required for the success of assigned programs;
  • Develops and utilizes talents of assigned personnel to best accomplish organization goals;
  • Reviews job performance of subordinates and personnel assigned to program; ensures assignments are given according to individual capabilities and promotions, transfers, terminations, compensation change are acted upon where warranted;
  • Supervises technical and administrative activities relating to the planning and engineering of the organization’s systems infrastructure including Security Engineering and Architecture andassists in the implementation and configuration of security strategies, all networking technologies and all computing and database services;
  • Manages the delivery of IT security engineering and architecture via the management of products, services, vendors, and both in house and outsourced staff;
  • Leads team providing telecommunications expertise to the organization, including LAN/WAN, WiFi, Dedicated Internet Access, Virtual Private Networking, and high levels of data and network security and protocols;
  • Acts as engineer and architect in collaboration with security operations real-time monitoring / management of events and event correlations and appropriate and timely response;
  • Serves as member of the Enterprise Architecture Council;
  • Ensures the organizations data and network security architecture is integrated and consistent with overall systems architecture;
  • Applies of best practices in design, analysis, simulation, integration & test, including Design Controls, Product Lifecycle Management, Configuration Management, Phase Reviews;
  • Establishes procedures to be followed to meet program completion dates as planned;
  • Directs activities of staff tasked with the development and management of applications of engineering technology to solve problems;
  • Performs related work as required.

Competency: Knowledge/ Skills/Abilities:
  • Knowledge of computer and telecommunications software and hardware;
  • Comprehensive knowledge of all phases of systems analysis, security, and programming;
  • Ability to establish and maintain effective working relationships with county and school officials, principals, department heads, partner agencies and other key personnel;
  • Ability to determine departmental needs of an information system and formulate an effective program to meet these needs;
  • Ability to write clear and concise reports;
  • Ability to plan and supervise the work of personnel.

Required Education and Experience:
  • Seven or more years combined experience as an Information Technology manager or as a senior level information technology professional. Demonstrated supervisory experience in an enterprise technology environment.

Preferred Qualifications/Certifications:

Preferably one of the following:
Baccalaureate degree from an accredited four-year college/university in computer science, information systems management, business management, or a related fieldCommunity college degree in Computer Science or BusinessAdditional experience may be substituted for educationCertifications such as HDI, A+, Network+, MCP, MCSA, MCSE, ITIL, PMP, PBA, ECBA, CCBA, CBAP.
Physical and Mental Requirements:
  • Work is typically performed in an office, data center or conference rooms;
  • Communicate in in-person and virtual meetings;
  • Regular use of telephone and chat;
  • Regular use of computers;
  • Regular handling of small computer components;
  • Lifting of up to 100 pounds;
  • Occasional need to perform urgent tasks to meet organizational deadlines;
  • Occasional work after normal business hours;
  • Occasional weekend duties;
  • Occasional operation of county vehicles to travel to locations throughout the county;
  • Regular contact other county employees and senior leadership at all levels of County government;
  • Employees in this position may be considered essential personnel and fall under Albemarle County AP-4 and in addition, be subject to working overtime, being held over, or called back for disasters, local emergencies, or special events.

Remote Work:

This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

The Salary Range:

The hiring range for this position is $53.92 - $59.60 per hour (approx. $112,163 - $123,969 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
