POSITION SUMMARY:
This position performs a variety of duties relating to the preparation, implementation, and monitoring of the City’s annual operating budget, as well as monitoring purchasing processes and compliance. Among other duties, the Financial Management Analyst provides assistance to the Director of Finance by overseeing and managing the budget. They also work with the individual departments to monitor their budgets, providing periodic updates and support as needed to manage and understand their budget. This individual will coordinate with the City manager’s office to prepare for budget submission to the City Council; helps prepare all documentation, budget books and reports; analyzes budget submissions for completeness, accuracy, and proper objectives, and complies budget information into summaries, and statements. This position will also serve as a procurement analyst to assist departments in procurement procedures confirming they meet budgetary requirements and all policies and procedures have been followed. This position requires knowledge of local government budgetary processes and procedures, knowledge of generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines, as well as a person with great people skills.
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with completion of a baccalaureate degree in a course of study related to the occupational field.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with two to three years’ experience in a similar position.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated.
