Job Description

The Information Technology Manager is a key management position at the City. This individual will lead and promote the technological growth, innovation, and cybersecurity of the entire organization. The Information Technology Manager is responsible for managing the operations of the City’s information technology activities, while delivering excellent customer service and administering comprehensive information technology initiatives to accomplish City goals and technological needs. The Information Technology Manager leads a staff of 8, currently comprised of a Network Administrator, Systems Administrator, Enterprise Applications Administrator, Junior Network and Systems Administrator, GIS Analyst II, Enterprise Applications Support Specialist II, and 2 Information Technology Specialist IIs.

The selected candidate will get to work on the following projects in the coming months:
  • Implement Microsoft 365 across the City, working with a consultant to smoothly transition current systems and train staff on best practices
  • Continue development of a five-year Information Technology Master Plan to present to City Council for approval and funding needs
  • Work with the Police Department to ensure they have the tools they need to operate 24/7
  • Review current processes and identify improvements to streamline and improve understanding across the organization

Ideal Candidate

The ideal candidate will be a servant leader who is able to model humility, high customer service and a passion for public service along with a flexible and adaptive mindset. The successful candidate must be able to communicate effectively, develop collaboration with the City management team and provide leadership for the Information Technology Division. In addition, the candidate will possess superior knowledge, skill and ability by demonstrating:

  • A proven track record in information technology services and organizational expertise preferably with government agency;
  • The ability to identify information technology strategies that align with and support City goals;
  • A unique blend of technical knowledge and leadership qualities to be an effective problem-solver and strategic thinker;
  • The ability to work successfully with a wide range of people including elected officials, all levels of City staff, as well as members of the community;
  • Knowledge of Network and PC operating systems, including programming, back-up, cloud computing, virtualization, telecommunication equipment and cybersecurity;
  • Experience with current network hardware, protocols and standards, including Cisco, Nutanix, Office 365, Active Directory, and Telephony; application support for GIS systems; IT infrastructure planning and development; applicable data privacy practices and laws; pertinent Federal, State and local laws, rules, and regulations related to Information Technology;
  • Knowledge of specialized law enforcement computer systems and technological needs, including compliance with Department of Justice requirements are desirable;
  • Knowledge of project management, budgeting, procurement and policy administration; and,
  • Experience managing in a unionized work environment

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Education: Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field.
  • Experience: Five (5) years of progressively responsible experience in the development and administration of information technology infrastructure and systems, including three (3) years of lead or supervisory experience.

License and certification
  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.


Benefits

The salary range for this position is $138,171 - $186,237 DOE. The City provides a generous benefits package designed to achieve total compensation above the market median among comparable agencies and promote employee health, wellness, and work-life balance, including:
  • CalPERS retirement: 2.0% @ 60 formula for classic members; 2.0% @ 62 formula for all others
  • 100% city-paid medical, dental, and vision insurance for employee and dependents
  • Deferred compensation: city matches employee contribution up to 4% of salary or to the IRS maximum, whichever is less, for Tier 2 “classic” and all “new” members
  • Health reimbursement account: $2,500 per year city contribution
  • Auto allowance: $6,500 per year (adjusted annually by CPI)
  • The City Manager may award employees a bonus of up to $20,000 each fiscal year, subject to annual budget appropriations
  • General leave: 338 hours of leave accrual each year
  • Management leave: 80 hours of leave granted every October, prorated based on hire date
  • Holidays: 11 official paid holidays
  • Reimbursement up to $3,600 per year for tuition
  • Life insurance: city-paid policy equal to 1.5 times regular annual wage
  • Long term disability and AD&D insurance: city-paid coverage
  • Employees are provided with access to an on-site gym inside City Hall at no cost.
  • A city-paid Caltrain Go Pass for unlimited rides. City Hall is less than one block from the Menlo Park Caltrain station and easy walking distance from downtown Menlo Park. Other programs available for non-Caltrain riders.
  • Hybrid and Flexible Schedule options including 9/80 and 4/10s. Employees are required to be onsite a minimum of three days per week.
