ABOUT THE POSITION

The Lead Systems Engineer works as the Team Lead for the Data/GIS Team under the Innovative Digital Solutions division. Reporting to the IT Manager for the Data/GIST team, the Lead Systems Engineer for Data assists in driving the expansion of the County’s enterprise data programs, which includes capabilities such as GIS, Open Data, data analytics, data sharing, AI, and data-driven performance management. Working in a County matrix environment and with cross-functional teams within the Department, they guide complex projects by setting project priorities, working with customers on project delivery and engaging with clients, subject matter experts, and engineers to translate business and user requirements into system design and technical specifications. Additionally, the Lead Systems Engineer mentors team members, participates in the selection of new employees, and leads the work of the team on a day-to-day or project basis.

Remote Work Options: Some duties for this position may be performed remotely and options for a hybrid (telework/onsite) work schedule are available. However, the successful candidate must be able to report to County facilities for various meetings and work assignments upon short notice, as needed, and when deemed appropriate.

ABOUT YOU

Our Highly Qualified Candidate for this role is a proactive, self-motivated leader with the capacity and enthusiasm to wear many hats on the Data/GIS Team: they can be a data strategist and adviser, steward for ensuring data quality, evangelist for data sharing, and technologist for new data products. They are comfortable mentoring team members, leading customer interactions, engaging with diverse groups of stakeholders, and conducting presentations to leadership. The ideal candidate also has experience in the following:
  • Working in and providing technical expertise to software engineering teams for GIS, Open Data, data-driven performance management, data analytics, data sharing, AI, and other data related functions
  • Designing IT systems and integrating third party systems
  • Leading the implementation of complex IT projects including coaching and developing a project team, project planning and reporting, and stakeholder engagement
  • Supporting Data program strategy, including developing and managing an open government data effort, promoting a culture of data sharing, creating policy and governance, and driving innovation to ensure continuous improvement
  • Working with ESRI products and ArcGIS Enterprise solutions
LEAD SYSTEMS ENGINEER QUALIFICATIONS:

KNOWLEDGE OF:
  • Business processes, operating practices and the organizational structure of a public-sector agency.
  • Computer hardware platforms, operating systems, and middleware systems.
  • Database design, management, and recovery; and data access.
  • Design of multi-tier environments.
  • Distributed application development.
  • Principles of networking, Information and Communication Technology (ICT) accessibility, and Information Security.
  • Office automation products.
  • Principles and practices of project management, including teambuilding, goal setting, assisting with budget, and contractor supervision; project estimation, design and analysis, work planning and status reporting.
  • Principles and practices of technical problem solving; techniques of application and systems analysis and design; and testing standards and procedures.
  • Principles of customer support and service.
  • Technical fields relevant to the business unit.
  • Application architecture and associated communication protocols.
ABILITY TO:
  • Create, modify, test, and implement applications using programming languages, database services, middleware services, web services and office automation services.
  • Evaluate and select hardware and software; analyze and resolve problems in applications, complex software and hardware integration problems.
  • Develop solutions; apply and recommend technology to provide target business outcomes.
  • Communicate effectively both orally and in writing.
  • Design systems that meet defined requirements, and document system designs for development, implementation, testing and client use.
  • Estimate resources, equipment, software, costs and staff time required for specified projects.
  • Maintain and direct the maintenance of accurate records, documentation and files.
  • Understand the business strategy of a particular function/area and work effectively with clients, peers and support teams to define project goals and business requirements, provide support for software, hardware, and applications, and ensure that tasks are completed accurately and in a timely manner.
MINIMUM QUALIFICATIONS:
Any seven-year combination of professional experience, certification, and/or relevant coursework that demonstrates the necessary knowledge and abilities. Examples include:
  • Twelve (12) semester units of coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience.
  • A completed certification program relevant to the assignment and knowledge and abilities necessary of the role.
  • A training program with evidence of completion providing the knowledge and abilities necessary of the role.
  • An internship and/or apprenticeship providing the required knowledge and abilities of the role.
  • Relevant professional experience demonstrating knowledge and abilities necessary of the role.
Please note:
  • Fifteen (15) semester units of computer science coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience that has provided the required knowledge and abilities of the role.
  • Required education may be substituted with related professional experience on a year for year basis.
  • Internships completed in conjunction with coursework are excluded from being credited towards work experience, if they are counted towards educational requirements.
  • Recent experience is defined as experience gained, in part, in the last five years or longer, if technically relevant.
Special Requirements: The successful candidate may be required to successfully complete a livescan background investigation.
