    Description

    Under the general supervision of the Chief Wastewater Plant Operator, the Lead Wastewater Plant Operator assists in managing the operations and maintenance of wastewater plant facilities according to federal, state, and local regulations and established procedures. The Lead Wastewater Plant Operator has a higher level of responsibility than that of a Wastewater Plant Operator I, II, or III. Oversees Plant Operators in the daily duties of plant operations; facility inspections; making observations regarding grounds, equipment and safety; overseeing treatment, reclaim water distribution and effluent disposal; ensuring that all treatment operational decisions are performed with a high level of competency. Performs data collection and enters data into reports submitted to state agencies; enters and tracks work requests; manages the facility to ensure regulatory compliance; and prepares daily, weekly, monthly, and yearly reports.

    Duties

    • Leads other wastewater treatment plant operators in the treatment and disposal of wastewater in compliance with federal, state, and local regulations and established procedures.
    • Leads other wastewater treatment plant operators in the monitoring and control of processes and equipment utilizing Supervisory Control and Data Acquisition (SCADA) computer systems.
    • Assists in the operations and maintenance of the wastewater collection, transmission and reuse system.
    • Provides guidance in taking necessary readings, taking control samples and running tests. Makes chemical and pressure adjustments necessary based on readings and according to specified guidelines applicable to the proper operation of wastewater plants.
    • Records daily operation of pumps, including pressure, flow readings, pump hours, chemical usage and levels and pump function; takes corrective action as required.
    • Prepares daily operating sheet, daily operating summary, shift changeover sheet, and daily maintenance sheet. Periodically reads flow meters, gauges, and dials and records data for reports. Prepares and maintains records of all repairs and adjustments made to wastewater facilities and equipment.
    • Oversees the preparation of regulatory reports regarding overall operation of wastewater plant as required.
    • Runs qualitative analysis on wastewater and corrects chemical setting. Performs process control calculations and interprets data. Takes samples and prepares them for testing to ascertain quality of treatment. Collects specimen samples and performs routing laboratory tests. Records results according to prescribed state guidelines.
    • Assists in routine maintenance work and repair of pumps, tanks, aerators, filters, motors, pulleys, drive belts, solids and chemical handling facilities, and all related wastewater facilities and equipment. Assists with maintenance, repair and cleanup of buildings and grounds as needed.
    • Responds to customer inquiries and complaints, providing information or directing to appropriate personnel.
    • Follows Occupational Safety and Health (OSHA) regulations.
    • Provides the Chief Wastewater Plant Operator with timely and accurate records concerning treatment plant activities and conditions.
    • Operates motor vehicles, backhoes, loaders, telehandlers, and skid steers.
    • Provides training and orientation to other operators as required. Serves as Acting Chief Wastewater Operator in the absence of the Chief Operator.
    • Provides 24-hour on-call emergency availability.
    • Abides by all federal, state, local safety rules and regulations.
    • Serves as key operator and trainer for the automated operations of the wastewater facility.


    Required Education, Experience, License, Registration, and Certification Qualifications

    • High school diploma or GED
    • 10 years of responsible experience in wastewater treatment, or an equivalent combination of education, training, and experience.
    • Preferred candidate will have education or experience in computer science, electronics, math, chemistry or biology, and training or work experience in the operations and maintenance of wastewater treatment facilities.
    • State of Florida Class “A” Wastewater Operator’s License

    Knowledge of City of Sanibel Operating Permit and Operating Protocol

    Knowledge of federal, state, and local regulations in wastewater treatment and disposal.

    Knowledge of SCADA; instrumentation and controls; microbiology; process control; and mechanical, electrical, and chemical processes.

    Ability to read and comprehend a variety of technical materials relevant to wastewater regulatory practices and technical aspects of wastewater operations and maintenance.

    Knowledge of the computer operations of the wastewater treatment facility

    Ability to lead other operators

    Ability to prepare and maintain accurate reports and records

    Ability to work effectively with other employees and the public

    Ability to follow complex oral and written instructions

    Skill in operating and maintaining equipment involved in wastewater treatment and disposal

    Skill in problem solving, troubleshooting and record keeping

    Ability to apply common sense understanding to carry out instruction furnished in written, oral, or diagram form

    Ability to deal with problems involving several concrete variables in standardized situations
