Funding Manager within the
Information Services Unit located in
Cole County. Semi-monthly salary: $3,630.63 Job Location: This position is located at the
Howerton State Office Building; 615 Howerton Court, Jefferson City, MO.

Why you’ll love this position: As the Information Services Funding Manger, you participate in the development of the strategic technology plan within Information Services for Missouri Medicaid. This role will lead the team responsible for developing Advance Planning Documents (APDs) including detailed project budgets used for submission to Centers for Medicare and Medicaid Services (CMS) to request enhanced information system federal funding and the CMS processes for review and approval of funding requests.
- Provide leadership to a small team who assist with obtain system certification, submission of metrics and monitoring of vendor budgets during projects implementations and operations.
- Reviewing and becoming a subject matter expert in all federal guidance related to enhanced federal funding for Medicaid Enterprise Systems.
- Writing and reviewing Advanced Planning Documents (APDs), contract amendments, project assessment quotations (PAQs), create detailed project budgets and other supporting documents ensuring alignment with CMS and the overall Medicaid Information Systems strategy.
- Interacting with project teams and business owners to ensure all required federal reporting is completed accurately within required timeframes.
- Assist the MHD Chief Information Officer to develop the annual MMIS Spend Plan, budget requests and New Decision Items (NDIs).
- Contract Management efforts including processing invoices, calculating liquidated damages and monitoring for compliance of Service Level Agreements (SLAs)
- Initiating the timely submission of APDs to CMS, managing and tracking submissions and CMS response.
- Work with project teams and business owners through project planning to align with CMS expectations and maximize federal financial participation.
Minimum Qualifications:Bachelors degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Business or Public Administration, Accounting, Finance or closely related field; and, four or more years of professional experience in project, budget, or financial management or grant writing and management.
Preferred Qualifications: - Have an understanding of how project, state, and federal budgets interact.
- Ability to manage complex budgets across calendar, state and federal fiscal years.
- Familiarity with Medicaid and or state budget processes.
- Proficient with Microsoft Office, specifically Microsoft Excel.
- Certified Government Financial Manager (CGFM), Certified Management Accountant (CMA), or similar certification desired.
- Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
