DESCRIPTIONUnder the general direction of the Director of Development Services and/or the Building Official, the Building Inspection Manager performs advanced-level building inspections to ensure compliance with building, zoning, mechanical, plumbing, electrical, energy, fire, accessibility, safety, and other applicable codes and regulations. This is a working manager position responsible for planning, coordinating, and supervising the daily operations of building inspection and permit services. The position provides training, guidance, and performance oversight to inspection and permit staff and supports the development and implementation of division policies and procedures.

- Conducts complex and high-level field inspections of residential, commercial, and industrial projects during various construction phases.
- Supervises, mentors, and evaluates inspection and permit staff; assigns daily inspection workloads and monitors performance to ensure consistency, accuracy, and customer service.
- Provides technical guidance and training to staff on building code interpretation, inspection methods, documentation standards, and safety procedures.
- Assists in the development and enforcement of internal policies, procedures, and workflows for efficient delivery of inspection services.
- Serves as the technical lead for the enforcement of building codes, interpreting and explaining building codes, standards, and regulations to staff, contractors, developers, and the public.
- Assists in the process of reviewing and adopting periodic updates to the City’s Building Codes, Fire Codes, and all Code revisions related to the Building Division.
- Investigates and resolves complex complaints or violations involving unsafe or non-compliant structures; issues stop work orders, notices of violation, or citations when necessary.
- Reviews inspection records and reports for completeness, accuracy, and compliance with city standards.
- Coordinates closely with the Building Official and Permit Counter staff on plan review, permitting, and inspection scheduling to ensure efficient service delivery.
- Maintains regular communication with developers, architects, engineers, and contractors to resolve issues and improve coordination during construction projects.
- Assists in budget preparation and monitoring for inspection operations and makes recommendations for staffing, equipment, and training needs.
- Prepares and presents reports, correspondence, and documentation related to inspection activities and code enforcement actions.
- Represents the City in meetings, hearings, or inspections with regulatory agencies, contractors, or the public.

- Performs other related duties as assigned to ensure the efficient and effective functioning of the work unit and the City.
TYPICAL QUALIFICATIONSAny combination of training, education, and experience that would provide the required knowledge, skills, and abilities is qualifying.
- A high school diploma or GED or equivalent
- Advanced coursework, certification, or vocational training in building inspection, construction technology, architecture, or a closely related field.
- Five (5) years of progressively responsible experience in building inspection, including at least two (2) years in a lead or supervisory role.

MID-MANAGEMENT (Unrepresented) BENEFITSSchedule - The City operates on a "4/10" work schedule.
Retirement - The City of Placentia participates in the California Public Employees’ Retirement System (CalPERS) and does not participate in Social Security. - 2% @ 60 defined retirement plan (Classic Members) - Applies to employees who, prior to January 1, 2013, were active members of CalPERS or another public employee retirement system through which reciprocity may be established. Employee membership contribution is 7%.
- 2% @ 62 defined retirement plan (New Members/PEPRA) - Applies to new employees hired on or after January 1, 2013, who are not members of CalPERS or are not members of another public employee retirement system with which reciprocity may be established. Employee membership contribution is 6.75%.
Health Insurance - The City provides up to $1,877 per month to purchase health insurance for employees and dependents through the CalPERS Health Benefits program. Alternatively, there is a $400 medical opt out payment for employees who are insured outside the City’s insurance coverage.
Telecommunications Allowance - City pays $75/per month.
Dental & Vision Insurance - Fully paid plan for dental and vision insurance.
Life Insurance - Fully paid life insurance policy equal to annual salary. Additional life insurance may be purchased with the employee paying for the premium.
Disability Insurance - Fully paid short-term and long-term disability insurance policies.
Bilingual Pay - An additional pay of $175 per month.

In addition, subject to City Council approval, City Hall and most City Services observe a Holiday Closure annually for two weeks at the end of December/beginning of January, including Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day (paid time off varies per year, assignment and Bargaining Unit; City will provide additional holiday hours during this closure period.
