GeneralThe Budget Analyst III is a senior level Budget Analyst position that will report to the Director, Budgets and Financial Analysis and is responsible for analyzing and preparing accurate and reasonable distribution of managing agency costs in the internal cost allocation plan (ICAP) for the four agencies: the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), San Mateo County Express Lanes Joint Powers Authority (ELJPA),and the San Mateo County Transportation Authority (TA).
Essential Functions & Duties- Design, review, and monitor the District cost allocation plans impacting SamTrans, Caltrain, ELJPA, and TA budgets.
- Analyze budget and cost allocation data to support accurate and reasonable cost distribution identifying trends, variances, and potential changes needed.
- Review and analyze year-over-year ICAP changes and historical and future trends.
- Liaison with internal staff and external stakeholders including auditors to provide and retrieve information relevant to cost allocation.
- Assist with development and analysis of the cost allocation plan impacting the annual operating and capital budgets, labor and non-labor inputs for all agencies.
- Lead the revision of the internal cost allocation plan methodology, as appropriate.
- May supervise staff. Participate in selection of staff. Coordinate staff training and professional development. Monitor and evaluate employee performance.
Examples of Essential Duties :
- Monitor the implementation of the plan on a quarterly basis and provide reports by agency.
- Communicate allocation methods and respond to inquires or disputes.
- Provide analysis for current and future budget activities ensuring fair distribution of costs.
- Prepare ICAP presentations for cost center managers, directors, executives, and the GM.
- Conduct training for cost center managers around ICAP aspects as needed.
- Work with internal departments to gather information relevant to cost allocation.
- Ensure compliance with budget processes and procedures.
- Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

Minimum QualificationsSufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to:
- A Bachelor’s Degree in accounting, finance, or related field.
- Three (3) years full-time increasingly responsible experience in budgeting, forecasting, financial analysis ideally in internal cost allocation planning.
Preferred Qualifications:
- Experience with internal cost allocation planning for multiple agencies is preferred.
- Experience with an enterprise financial management system (e.g. PeopleSoft) is desirable.
- Experience with Government Finance Officer Association (GFOA) reporting is desirable.
- Effective written and oral communication skills.
- Effective research and analytical skills.
- Proficiency in Microsoft Office Suite programs.
