The CEO will be responsible for setting the vision, driving strategy, and overseeing the day-to-day operations of CCHP, including planning, financial management, compliance, and strengthening key partnerships. This role plays a critical part in aligning our efforts with the broader goals of Contra Costa Health and ensuring we remain responsive to the evolving needs of our members. The position is full-time and based in Martinez, California.

    Contra Costa Health is the largest county department in Contra Costa County with over 5,100 employees. Our mission is to care for and improve the health of all people in Contra Costa with special attention to those who are most vulnerable to health problems. We provide services through nine operational areas: Behavioral Health, Contra Costa Health Plan, Emergency Medical Services, Environmental Health, Hazardous Materials, Health, Housing & Homeless Services, Public Health, Contra Costa Regional Medical Center & Health Centers and Detention Health. CCHP is a county-operated, managed care health plan that provides health coverage to Medi-Cal members in Contra Costa County. As part of Contra Costa Health Services, CCHP is uniquely positioned to integrate healthcare delivery across physical, behavioral, and public health systems. CCHP plays a vital role in advancing health equity and improving access to care for the county’s most vulnerable populations, working in close partnership with public health clinics, hospitals, community providers, and the broader safety-net system.     We are looking for a CCHP CEO who is:
    • Strategic and forward-thinking: with the ability to set a clear vision and align resources to meet the evolving needs of our members and community.
    • Deeply knowledgeable about managed care: particularly Medi-Cal and the regulatory, fi­nancial, and operational frameworks that support it.
    • Operationally skilled: with experience overseeing complex systems including ­nance, quality, compliance, and provider network management.
    • Collaborative and relationship-oriented: building strong partnerships across Contra Costa Health, with external stakeholders, providers, and regulators.
    • Innovative and Adaptable: open to new models of care, technology, and operational improvements, while remaining grounded in ­fiscal responsibility.
    • Politically Savvy: understands the policy and funding environment and can navigate complex govern[1]mental relationships with tact and influence.


    Typical Responsibilities:
    • Collaborating closely with divisions across Contra Costa Health, such as Behavioral Health, Public Health, and the Contra Costa Regional Medical Center, to coordinate and integrate care.
    • Directing and aligning departmental goals, policies, and procedures to ensure high-quality care and regulatory compliance.
    • Ensuring compliance with accreditation standards and federal and state quality assurance requirements.
    • Providing visionary leadership that supports the overall mission and strategic direction of the Health Plan.
    • Driving operational excellence and maintaining financial stability.
    • Building strong, collaborative relationships across the organization and with external partners to improve the health of Contra Costa County residents.

    Minimum Qualifications

    Education: Possession of a master’s degree from an accredited college or university with a major in Business Administration, Public Administration, Health Care Administration, Public Health Administration or a closely related field.

    Experience: Five years full time experience in a senior administrative capacity in a health service agency or program, at least two years of which was in a health maintenance organization, prepaid health plan, independent practice association or closely related organization.

    Substitution: Two years of additional qualifying administrative experience may be substituted for the required master's degree
