    Job Summary:

    To serve as the University’s representative and project manager for major and minor capital construction projects. Project Managers are responsible for managing all aspects of capital projects, including but not limited to, project budgets, coordination with campus entities, ensuring that work meets quality standards, and complies with all applicable building codes and regulatory requirements.

    Responsibilities include, but are not limited to:
    • Perform project management, and related administrative duties, in the planning, design and construction of various major and minor capital projects on both the CSUSB main campus and Palm Desert campus. Ensure that the design work is professionally performed, and the construction work is performed according to approved plans, specifications, budgets, schedules, and applicable standards. Adhere to the highest standards of integrity, responsibility, collegiality, and attention to detail. Ensure that all campus construction "permits" issued are valid, and that projects are built per applicable codes. Perform duties in manner that supports the FPDC mission, goals, and project program.
    • Perform project support tasks, including; preparation of service and construction agreements, selection of bidders, evaluating bids, evaluating/managing budgets and schedules, participating in the planning and design of renovations, and new facilities, providing guidance to contractors, coordination of resources between multiple construction projects, construction inspections, coordination of bid packages with the CSUSB procurement office, assessing & advising on construction methodology and feasibility, organizing meetings, reporting out project progress information, providing supervision to the project team, developing special contract provisions or specifications as required, making recommendations to project team and/or supervisor, participating in procedure development, and mandated training.
    • Provide administrative guidance and support to the Construction Management Team by simultaneously managing the construction of numerous, complex public works projects, utilizing outside contractors, consultants, and assigned department personnel. Represent the University, its interests, and policies. Keep the Facilities Planning, Design & Construction senior management consistently informed of project(s) status. Make observations and recommendations for solutions to challenges related to resources, processes, and personnel, etc. Provide recommendations and potential solutions to problems related to design and construction, based on a broad familiarity with construction management processes, best practices, delivery method, codes, and regulations.
    • Perform quality control assurance reviews of plans and specifications at all phases of project development. Obtain sign-off from clients and various campus departments, such as: Services to Students with Disabilities, ITS Audio/Visual, HVAC, Facilities Services, and Telecommunications & Networking Services at appropriate stages of review. Maintain thorough understanding of CSU Contract General Conditions, the State University Administration Manual, and CSU CPDC procedures. Maintain up to date knowledge of current accessibility, Fire & Life Safety, and applicable building codes and standards.
    • Obtain outside agency approvals including Office of the State Fire Marshal, Division of State Architect, Structural Peer & Mechanical Peer Reviews, County Health, SBCFD, AQMD, etc. Coordinate closeout tasks, including managing the building systems commissioning agent, receipt and distribution of project manuals and warranties, and provide post warranty support to Facilities Management. Provide construction site coordination and communication between General Contractor, University, Auxiliary Organizations, and other required agencies.
    • Perform administrative tasks, including draft and signed correspondence, reports/files, memoranda, and other site obligations (e.g. tours, verification of inventory related to payment requests, etc.). Assist in maintaining a current construction project archive and database, and complete necessary forms to process construction management documentation, as well as assist with special project requirements.
    • Perform other duties as assigned, to ensure the smooth functioning of the office of Facilities Planning, Design and Construction.

    Minimum Qualifications: Required Education and Experience
    • Bachelor’s degree in a design and construction related field, such as architecture, urban planning, construction management, structural or civil engineering or master’s degree in one of the aforementioned fields preferred.
    • The incumbent must have experience of progressively responsible nature in administrative, technical, or professional analytical experience in a capital design and construction environment.
    • Possession of, or ability to obtain by date of hire, a valid California Driver’s license.

    Required Qualifications
    • Working knowledge of California Public Works laws, public contract code, design and construction ordinances, and other regulations applicable to building, construction, maintenance, and repair including California Building Code, California Fire Code, ADA regulations, and other industry standards.
    • Excellent administrative, communication, organizational, interpersonal, effective multi-tasking, and information management skills are required for this position including the ability to interpret, communicate, and apply State, industry and campus policies and procedures.
    • The incumbent must be capable of creating and maintaining detailed and consistent documentation.
    • The incumbent must be able to work in a collaborative teamwork culture, and provide problem solving with a sense of urgency, follow-through, and attention to detail.
    • The incumbent must have the ability to determine campus customer needs and design requirements, with effective time management to resolution of open items.
    • The incumbent must be capable of representing the University and the department in a professional manner.
    • The incumbent must be familiar with all aspects of the design and construction process related to architectural, civil, mechanical, electrical, and other components of construction project management.
    • The incumbent must have the ability to communicate effectively and work within a culturally diverse campus environment.
    • The incumbent must have experience successfully managing multiple complex minor and major capital projects simultaneously.
    • Ability to read, understand and interpret construction documents.
    • A strong background in MS Office as it applies to project management is required.

    Special Conditions
    • This position will require regular travel from the San Bernardino campus to the Palm Desert campus.

    Preferred Qualifications
    • Experience specifically with California public works projects is preferred.
    • Experience obtaining authorization from Division of State Architect, Office of State Fire Marshal, County Public Health, Local Fire Departments, AQMD, or other California public agencies is preferred.
    • Experience in the preparation of bid documents and specifications, contract administration, and fiscal management, in a large institutional setting, particularly higher education, is strongly preferred.
    • Experience managing projects through a variety of delivery methods, including Design Bid Build, CM at Risk and Design-Build is strongly preferred.
    • Experience as a Capital Project Manager working for a university is highly desirable, such as the California State University, University of California, California Community Colleges, or other four-year public or private University.
    • Experience in the use of PM Web, Bluebeam, Procore or other construction management applications is preferred.
    • Possession of a master’s degree in one of the aforementioned fields is preferred.

    Compensation and Benefits:

    Anticipated Hiring Range: $5,053 - $10,238 per month

    The salary offered will take into account internal equity and experience among other factors.

    The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year.     Position Information:

    Work status: Full-time/Exempt/At-will

    Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.

    Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

    This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

    This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.

    MPP: First considerations will be given to candidates who apply by Monday, June 2, 2024 and will continue until the position is filled; however, the position may close when an adequate number of qualified applications are received.

    As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.

    Background Check

    Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

    Drivers License Check

    Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

    Mandated Reporter

    The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

    Campus Security Authority

    This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
