    The Office of Administration is seeking an experienced Human Resources Director to lead and oversee all aspects of Human Resources (HR) strategies and operations for the department. This role, situated within the Office of Employee Engagement (OEE) under the Commissioner’s Office, will be pivotal in driving HR initiatives that strategically align with the department’s objectives.

    • Strategic Leadership & Team Development:
      • Build, inspire, coach, and lead a high-performing, collaborative, mission focused, human resources team.
      • Implement strategies that maximize team member potential, including feedback that prepares them to reach their aspirational career goals.
      • Build strong working relationships with leaders across the department.
    • Provide servant/visionary leadership in all areas of Human Resources.
    • Serve as a trusted advisor to senior leadership, providing expert HR guidance to support business objectives and enhance organizational effectiveness in the areas of s taffing, compensation, position classification, recruiting, onboarding, and retention.
    • Develop and implement comprehensive HR initiatives to attract, retain, and develop a high performing workforce in line with departmental objectives.
    • U se HR expertise to solve complex organizational challenges, balance workforce needs with management goals.
    • Partner with leadership and legal teams to resolve employee relations matters, investigate complaints, facilitate conflict resolution, and ensure compliance with federal and state employment laws and department policies.
    • Lead and mentor the HR team, fostering a collaborative and high-performing culture and oversee the daily operations of the HR Team: Recruitment, Onboarding, Payroll and Transactions, Employee Relations, and HR Training.
    • Lead development, revision, and implementation of policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs.
    • Oversee the administration of department-specific HR programs including, but not limited, to: classification, compensation, and compliance; position maintenance; recruitment and onboarding; benefits, leave, and payroll; employee relations investigations and disciplinary matters; and performance management.
    • Regularly review and assist in developing HR policies and practices to maintain compliance and alignment with the department’s objectives.
    • Analyze trends and leverage HR metrics and technology to identify areas of improvement, drive efficiencies, and inform decision-making.
    • Maintain knowledge of trends, best practices, law updates, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to senior leadership.
    • Perform other duties as assigned/required.


    Minimum Qualifications:

    • Candidates must possess a minimum of five years of human resources management experience in addition to previous director-level experience. Demonstrated competence or background in employment law is preferred. Professional certification in human resources preferred.
    • Bachelor’s degree from an accredited college or university in business administration, human resources, government affairs, or similar field is preferred. Master’s degree is a plus.
    • Candidates must have the ability to remain objective, non-partisan, and professional.


    Successful Candidates Will Have:

    • Extensive experience in HR leadership roles with a proven ability to advise and support management teams in achieving strategic objectives.
    • Expertise in compliance, employee engagement, and workforce development.
    • Exceptional leadership and interpersonal skills, with the ability to build strong relationships with management and employees to foster trust, and effectively collaborate across levels of the organization.
    • Exceptional written and verbal communication skills to clearly convey complex information and provide constructive feedback.
    • Demonstrated experience in conflict resolution, with the ability to mediate complex workplace disputes and foster a collaborative environment. Experience in training managers and employees in conflict resolution techniques to build organizational capacity for proactive issue management.
    • Proven ability to conduct thorough and impartial investigations into employee relation matters, ensuring compliance with organizational polices and applicable laws.
    • Demonstrated skills in developing and implementing resolution strategies that balance organizational objectives with employee concerns with the ability to balance empathy and firmness in decision-making.
    • Strong decision-making skills with a focus on achieving practical, sustainable, and legally compliant outcomes.
    • Proficiency in delegation and prioritization, ensuring HR resources are aligned to meet deadlines and strategic priorities.
    • Absolute commitment to maintaining confidentiality in handling sensitive personnel matters and organizational information.
    • Proficiency with, or the ability to quickly learn, the organization’s HRIS and talent management systems, Microsoft Office Suite, and Adobe Acrobat.

    The HR Director position is an on-site, in-office position, to best support the needs of the department, team members, and OA customers.

    Successful background check results are required for employment in this position. This may include background checks involving a candidate's name and/or fingerprints and other screenings as needed for the specific position.

    Physical Requirements: Prolonged periods of sitting at a desk and working on a computer.
