    ABOUT THE POSITION

    Marin County Health and Human Services Department’s (HHS) Public Health Division is seeking a dynamic and mission-driven professional to support the implementation of California Advancing and Innovating Medi-Cal (CalAIM) initiatives within our Detention Health program. This Deputy Public Health Officer (DPHO) position will play a critical role in advancing care coordination and improving health outcomes for justice-involved individuals. This is a contingent (temporary) part time position.

    Key Responsibilities:
    • Provide clinical support to stakeholder engagement activities and integrate frontline feedback into CalAIM rollout plans.
    • Develop and maintain clinical policies for intake health screenings (medical, mental health, substance use) to meet DHCS CalAIM Enhanced Care Management (ECM) standards.
    • Liaise with correctional leadership, probation, courts, Medi-Cal managed care plans, and community providers to ensure seamless pre- and post-release service linkages.
    • Develop Quality Assurance and Compliance Plans to monitor performance and ensure regulatory adherence.
    • Design and deliver training for custody-based medical staff on CalAIM components, including care planning.
    • Support electronic health record (EHR) enhancements to capture CalAIM-required data and facilitate outcome reporting.

This individual demonstrates a strong commitment to community service, possesses advanced clinical and administrative expertise, and exhibits exceptional leadership, analytical and communication skills.

    The successful candidate can develop and implement clinical protocols, quality assurance measures, and cross-system partnerships that enhance healthcare delivery both during and following incarceration. They are highly skilled at navigating complex systems, building collaborative relationships with correctional leadership, behavioral health providers, managed care organizations, and community-based partners, and supporting seamless transitions of care.

    Eligibility to obtain Medicare and Medi-Cal provider numbers through the appropriate fiscal intermediaries, is required.

    Qualifications

    Knowledge of:

    • The principles and practices of modern medicine, including preventive medicine.
    • The principles and practices of Public Health Administration.
    • The principles of organization, management and supervision.
    • The laws governing medical and nursing practices; and California Public Health laws and regulations.
    • The principles of Disaster and Emergency Preparedness and Response, including Biological, Chemical Terrorism and weapons of Mass Destruction.
    Ability to:
    • Perform medical diagnosis and treatment; analyze and interpret medical and public health data.
    • Analyze complex situations accurately and adopt an effective course of action.
    • Communicate effectively orally and in writing.
    • Establish and maintain effective working relationships with those contacted during the performance of duties.
    • Manage and coordinate public health response teams.
    • Maintain appropriate medical records.
    • Evaluate medical aspects of programs and recommend improvement.
    • Promote concern for public health with agency staff, County and city governments and community groups.

    Minimum Qualifications

    Any combination of education and experience that would provide the knowledge and skills listed below. Typically, equivalent to graduation from an accredited school of medicine and one year of progressively responsible work in a public health service that include both clinical and managerial experience.

    Certificates and Licenses
    • Possession of a valid California Physician and Surgeons Certificate issued by the California Medical Board.
    • Current Controlled Substance Registration Certificate issued by the Drug Enforcement Administration, schedules 2, 2N, 3, 3N, 4 and 5 is desirable.

    Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.

    BACKGROUND PROCESS : Applicants successful in testing will be subject to a thorough and rigorous background investigation which may include, but is not limited to, a criminal records check, interviews with friends, relatives, neighbors and employers; verification of DMV records; and overall employment and education history.     DRUG USE STANDARDS : No use of illegal drugs within the timelines described in the Pre-Employment Drug Use Guidelines . Applicants successful in testing will be given a polygraph examination and/or computerized voice stress analysis and will be asked about illegal drug use.
    Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
