    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    311 Water Sr. Division Manager is responsible for overseeing the operations, staff, and services related to water-related customer service inquiries and requests received through the City’s 311 system. This role ensures timely, efficient, and customer-focused responses to water service issues including leaks, outages, quality concerns, billing support, and infrastructure repairs. The Manager serves as a key liaison between the public, internal departments, and external contractors.

    Key Responsibilities:

    • Manage daily operations of the 311 water response team, ensuring proper intake, routing, and resolution of service requests.
    • Coordinate with field crews, customer service, and engineering teams to ensure timely response and resolution of water-related issues.
    • Analyze 311 service request data to identify trends, improve service delivery, and recommend policy or operational changes.
    • Develop and monitor performance metrics and KPIs to evaluate staff performance and service outcomes.
    • Ensure compliance with city, state, and federal water regulations.
    • Serve as a primary point of contact for escalated customer complaints and sensitive inquiries.
    • Train, supervise, and evaluate the performance of 311 Water Division staff.
    • Collaborate with IT and 311 system administrators to maintain and enhance reporting tools and workflows.

    WORKING CONDITIONS

    A portion of these duties will involve the ability to be detailed, speak and write effectively, and navigate situations with people in tense situations; otherwise, regular office atmosphere with occasional periods of stooping, bending, and lifting, up to 20 pounds.

    This is an Administration and Regulatory Affairs management position at the Tier 1 Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL:
    Requires a bachelor’s degree in Business Administration, Accounting, Engineering or a field related to activities of the division.

    EXPERIENCE:
    Eight years of progressive professional experience related to the activities of the division are required, with at least three of the years in a supervisory or managerial capacity. A Master’s degree in Business Administration, Public Administration or a field related to the activities of the division may be substituted for two years of non-supervisory experience.
    Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

    PREFERENCES

    Preference will be given to applicants with:
    • Experience interacting with Executives and/or Elected Officials (strong verbal communication skills).
    • Ability to multi-task and manage stressful situations and rapid change with diplomacy and confidentiality.
    • Proficiency with Word, Excel

    Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.
