It ensures a fair and competitive marketplace through oversight of Missouri's insurance industry, banks, credit unions, professional licensees, and utilities. This position will work within the Administration Division and ensure DCI's divisions are professionally represented through the budget and fiscal note process. This position will be responsible for preparing the budget, analyzing fiscal notes, implementing the cost allocation plan, and performing various other tasks associated with the budget process.

- Prepare the department's annual budget.
- Communicate with divisions, as well as the Office of Administration Budget and Planning team and the House and Senate Appropriations teams.
- Support and guide divisions through all budget aspects including the establishment of new decision items, modifications to current budget information and the completion of budget forms.
- Provide guidance to the department on budget matters.
- Analyze legislation that affects the department and prepare fiscal impact estimates to determine the budgetary implications.
- Examine budget estimates for completeness, accuracy, and conformance with procedures, regulations, and policies.
- Monitor the budget and fiscal notes through the legislative session.
- Testify before legislative appropriations committees, as required.
- Prepare and assemble fiscal and statistical data for use in budgetary and program evaluations.
- Maintain the Missouri Vital Enterprise Resources Center (MOVERS) via MoBGT.
- Responsible for department cost allocation plan.
- Supervise a small team of budget analysts.
- Exercise significant independence, judgment and initiative in the performance of assignments within established policies and procedures.
Minimum Qualifications - At least 5 years of relevant experience. This can be obtained through a combination of work experience in government budget administration and completion of a Bachelor's degree in Accounting, Finance, Business Management, or closely related field. Substitutions may be allowed.
- Knowledge of governmental accounting and research methods applicable to the budget process.
- Knowledge of budgetary/fiscal and financial analysis software.
- Ability to analyze and interpret financial data to identify trends, and forecast revenues and expenditures.
- Ability to prepare and interpret financial reports and statements.
- Knowledge of the principles and practices of public administration and of legislative processes.
Preferred Qualifications - Thorough knowledge of the state government budget process to include use of the MOVERS (MoBGT and Narrative Reporting) system.
- Skill in analyzing financial data and providing recommendations.
- Ability to communicate technical information in a clear and understandable manner.
- Ability to relate budget and program analysis to agency goals and objectives.
