    The South Adams County Water & Sanitation District (SACWSD) is dedicated to providing reliable, affordable and sustainable water resources and services to its customers in the Commerce City community and some parts of unincorporated Adams County.SACWSD is presently the largest combined Water and Sanitation District in the state of Colorado covering over 65 square miles and serving a population of nearly 70,000.

    This executive level position provides oversight and direction to the District’s new water and wastewater infrastructure development and water distribution and wastewater collection systems operations and maintenance.

    This position is responsible for:
    • Managing and improving relationships with community stakeholders including ratepayers, developers, elected officials, city and county staff, and internal partners.
    • Developing and implementing the department’s vision consistent with SACWSD’s mission, vision, and value statements.
    • Anticipating, navigating, managing, and resolving challenges/issues related to stakeholder concerns, political issues, or complex barriers that arise as part of new water and wastewater infrastructure development.
    • Managing all aspects of planning, administration and operation of the District’s new and existing infrastructure planning and construction.
    • Coordinating water distribution and wastewater collection systems planning, construction, operations, and maintenance activities with other District departments, consulting firms, developers, contractors, regulators, and local government agencies.
    • Planning and preparing for short- and long-term capital expenditure budgets and needs as well as the annual department budget.
    • Representing the District through consistent attendance and participation in monthly and special District Board meetings is required.
    • Presenting information to key stakeholders, management, Board of Directors and public groups as necessary.
    • Leading, managing, developing, and motivating department staff in achieving objectives of the mission and values.
    • Implementing new initiatives and/or developing strategy for continuous improvement of department operations.
    • Managing compliance, safety, and emergency preparedness and response.


    The qualified candidate must have:
    • Bachelor’s degree in civil engineering, environmental science, management or related field, or an equivalent combination of education and experience.
    • 10+ years of experience in civil/environmental engineering role, ideally including infrastructure planning processes for water distribution and wastewater collection systems
    • Minimum five years of experience leading a team.
    • Experience in water distribution and wastewater collection systems design, construction and operation or related water utilities industry, is desired.
    • Demonstrated emotional intelligence, political acumen, and relationship building skills presenting complex information, in navigating conflict, and facilitating collaboration under pressure.
    • Experience collaborating with developers, city and county officials, and internal staff.
    • Demonstrated success in presenting to public boards or community stakeholders.
    • Knowledge and understanding of engineering principles, practices and planning processes.
    • Effective problem solving, communication and decision-making skills.
    • Experience with project management and change management best practices.


    The successful candidate will be required to complete a background check and drug screen prior to employment.

    Hiring Range: $110,000 - $140,000 annualized

    How We Started

    The South Adams County Water and Sanitation District was formed in 1951 under the State of Colorado Special District provisions to serve the area now known as Commerce City. Although the District serves the Commerce City population, it is a separate entity and is presently the largest combined Water and Sanitation District in the state of Colorado covering over 65 square miles and serving nearly 70,000 customers.

    The District experienced little growth until 1998 selling only 50 new taps in a good year, and provided services to about 10,000 equivalent residential units (ERUs). The District’s water was mainly from Alluvial and Arapahoe well supplies capable of yielding up to 6800 acre-ft. of water per year, which could serve approximately 13,600 ERUs.

    Recent History

    In 1996, the Record of Decision (ROD) for the cleanup of the Rocky Mountain Arsenal was complete. Two significant components of the ROD were the designation of the Arsenal as a future Wildlife Refuge and addition of a 4000 acre-ft. additional water supply to the District. This supplemental supply is treated water purchased from Denver Water that is blended with the District’s potable well water supply before delivery to its customers.

    Once the Record of Decision was complete the development community started viewing the Commerce City area as a place that held great potential for future residential and commercial development.

    With a great deal of hard work and cooperation from the City of Commerce City and the development community, the District was able to build critical water and wastewater infrastructure to launch new development in the northern portion of the District.

    The District Today

    The District is developing water supplies which will be capable of providing up to 27,000 acre-ft. of water per year. This development allows us to serve approximately 54,000 ERUs.

    These water supplies include treated water from Denver Water, surface water supplied off of the farmer’s reservoir and Irrigation Company’s water supply system, expanded potable alluvial well supplies, and a separate irrigation system.

    The District is also building one of the nation’s largest separate irrigation systems in the northern area of Commerce City. This separate system provides non-potable alluvial well water to residential, commercial, and industrial customers for irrigation and other non-potable uses.
