    POSITION SUMMARY

    The Development Services Department's Housing and Community Development Division seeks an Assistant Manager.

    This is responsible technical, fiscal, supervisory and administrative work of considerable difficulty assisting in planning, directing and coordinating activities for the Housing and Community Development Division.

    An employee in this classification is responsible for assisting in the planning, budgeting, organizing, directing, coordinating and supervising of the various projects and activities of the Housing and Community Development Division; and reviewing the work of professional, paraprofessional, supervisory, technical and clerical support staff. The employee is responsible for assisting in the developing and updating of programs, policies and work procedures necessary for the effective and efficient operation of the Division. Work also includes fiscal management and oversight of all state and federal grants, and assisting with efforts to educate the public regarding state and federal housing and housing related issues as a means of increasing affordable housing support to income-eligible residents of the City of Fort Lauderdale.

    The employee must utilize specialized knowledge and experience in conjunction with City, federal and state regulations and procedures to meet job objectives. Work is reviewed through written reports, conferences, and observation of results achieved.

    This is a non-classified "at-will" position and not subject to Civil Service Rules or any collective bargaining agreement. It is in management category 2 for benefit purposes.

    ESSENTIAL JOB FUNCTIONS

    Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.     • Relieves the Housing and Community Development Program Manager of administrative details, interprets policies, acts as Manager in routine matters, represents the Manager at meetings, and acts on matters in the Manager's absence.
    • Directs and supervises first-line supervisors in the activities of housing homeless prevention, Housing Opportunities for Persons with Aids (HOPWA), and real estate relating to housing; assists in the direction and supervision of the work of professional, paraprofessional, technical, and clerical support personnel.
    • Performs statistical analysis of divisions' records, and advisory board actions including funding allocations to determine and enhance the efficiency of the division and to expedite expenditures.
    • Conducts organizational and procedural studies of community development activities; recommends, implements and monitors changes to functions and policies to insure goals and objectives of the division are met; and develops reports on the various activities and services provided.
    • Participates in the management and coordination of the activities associated with the Community Services Board; attends board meetings and acts in an administrative capacity; assists in the management and direction of other administrative boards and agencies as they relate to community development, including the Community Redevelopment Advisory Board (CRA), Downtown Development Authority (DDA), Special Magistrate, and Unsafe Structures Board.
    • Represents the division at civic and neighborhood association meetings on matters relating to community development in the absence of the Manager. Educates, informs, and explains housing program requirements to citizens, property owners, the City Commission, the City Manager and others.
    • Assists in the preparation of the Division's annual budget; analyzes requests; participates in the enforcement of expenditure requirements. Prepares the Consolidated Annual Performance and Evaluation Report (CAPER).
    • Oversees the preparation of quarterly Federal Housing and Urban Development (HUD) cash transaction reports and monthly spending/budget reconciliation reports for the State Housing Initiative Partnership Program (SHIP) and Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) grants for program operations, and the monthly administrative budget.
    • Coordinates the annual outside audit. Provides background information to the audit staff. Schedules meetings between Housing and Community Development staff and auditors, provides financial reports as required by auditors and prepares draft responses to any audit findings.
    • Oversees tracking of CDBG, HOME, Emergency Shelter Grants (ESG), HOPWA and SHIP grants through federal Integrated Disbursement Information System (IDIS) and City's FAMIS financial system.
    • Provides replies concerning requests for information relating to records, operations, board actions, divisional activities, complaints from citizens, contractors, architects, attorneys, etc., and coordinates completion, follow-up and satisfaction of complaints.
    • Assists in the development and implementation of programs, policies, and procedures; assists in the direction and coordination of the activities associated with the recordation of mortgage liens.
    • Meets with attorneys, other public officials, architects, engineers, builders, contractors, property owners, and other City staff on matters concerning construction, customer service, and other housing issues; coordinates completion, follow-up and satisfaction of complaints.
    • Oversees, coordinates, and participates in special projects as assigned.
    • Acts as a staff liaison to the Community Redevelopment Advisory Board, Historic Preservation Board, Unsafe Structures Board, Community Services Board, Special Master Board, and assists in the coordination of board activities in the absence of the Manager.
    • Assists in the coordination of activities of the Community Development Division with other City departments and outside agencies.
    • Makes presentations and represents the division before the City Commission on housing revisions, procedural and administrative matters in the absence of the Manager.
    • Assists in assessing training needs and in arranging for or conducting training programs in order to improve personnel performance and enhance employee career development on federal and state programs.
    • Recommends, in the interest of the City, that eligible applicants be hired and that subordinate employees be transferred, suspended, promoted, terminated, reassigned or disciplined; participates in the administration of agreements resulting from collective bargaining negotiations in the absence of the Manager.
    • Revises and designs new forms to improve the administrative efficiency of the Division.
    • Monitors and administers contracts with outside vendors in the absence of the Manager.
    • Performs related work as required.


    JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT

    MINIMUM REQUIREMENTS:
    Graduated from an accredited college or university with a Bachelor's Degree in public or business administration, planning, urban studies, political science or other closely related field Five (5) years progressively responsible professional planning, housing or community development experience performing technical phases of both city planning and socio-economic development activitiesMinimum of one (1) year supervisory experienceMinimum of 5 years experience with SHIP, CDBG, and HOME funding sourcesIf claiming Veteran's Preference, candidates must attach a DD214 Member 4 form, and the City of Fort Lauderdale's veteran's preference claim form ( J-204) . to the online application.
