    Description

    Under general direction, this position plans, organizes, and oversees the customer service functions and staff of the Ventura County Health Care Patient Financial Services office, including the Self-Pay Discount Program and the Outside Vendor Bad Debt Program.

    The ideal candidate will have extensive knowledge and experience in customer service principles and practices, a strong commitment to delivering excellent service, understanding of insurance billing principles and well-developed interpersonal and communication skills. They should be able to maintain professionalism under pressure, have experience with Cerner billing software, and possess bilingual proficiency in English and Spanish.

    PAYROLL TITLE: Program Administrator I

    EDUCATIONAL/BILINGUAL INCENTIVE: Possible educational incentive of 2.5%, 3.5%, or 5% based on completion of Associate's, Bachelor's, or Master's degree. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

    AGENCY/DEPARTMENT: Health Care Agency - Ventura County Medical Center

    Program Administrator I is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy.

    Examples Of Duties

    Duties may include but are not limited to the following:
    • Plans, organizes, coordinates, and directs the activities of the Ventura County Health Care Patient Financial Services customer service program;
    • Confers with other managers on policy matters and work problems; interprets policies and procedures and explains their application within the context of the customer service program;
    • Designs operational systems and ensures conformance in daily operation; designs tools and implements methods to monitor program performance;
    • Represents the County and maintains positive relationships with other governmental or community agencies, vendors, and/or the public; confers and cooperates with others on policies and procedures as well as organizational, personnel, budget, and operational issues;
    • Supports patients by guiding them with payment options and discount and penalty information;
    • Prepares required reports; compiles and analyzes narrative financial information and statistical data to improve operations, identify program needs, and/or change service delivery methods;
    • Prepares court documents and appears as a witness in court hearings and depositions;
    • Supervises and assists in the planning and operation of in-service training programs; and
    • Performs other related duties as required.


    Typical Qualifications

    These are entrance requirements to the exam process and ensure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE

    Any combination of education and/or experience that provides the required knowledge, skills, and abilities.

    The required knowledge, skills and abilities can be obtained by a Bachelor's degree and one (1) to two (2) years of experience in health care billing and collections involving a high volume of phone contact.

    NECESSARY SPECIAL REQUIREMENTS
    • Some experience in cash handling.
    • Some supervisory experience.
    • Proficiency in Microsoft Word and Excel at an intermediate level.

    • Bilingual skills (English/Spanish)
    • Experience with Cerner billing software

    Knowledge, Skills, and Abilities:
    Knowledge of: the principles and techniques of program management, budgetary preparation and analysis, fiscal management, organization and staffing, administrative application of data processing, public relations, and personnel administration; practices, regulations, and legal procedures applicable to delinquent account collections; difficult public contacts and determination of financial assets and obligations; financial interviewing techniques; and program objectives in relation to departmental goals/procedures.

    Skill in: cash handling, Microsoft Word and Excel, and Cerner billing software.

    Ability to: understand, interpret, explain, and comply with laws, regulations, policies, and practices related to collection operations; analyze administrative and fiscal problems and make independent decisions and judgments; collect and analyze data, draw logical conclusions, and make appropriate recommendations; prepare and analyze a variety of reports and recommendations; manage a large caseload of collection accounts, maintaining accurate records and confidentiality; establish and maintain cooperative relationships with clients and colleagues; communicate effectively, both orally and in writing, with people of diverse socioeconomic backgrounds and temperaments; plan, organize, and supervise the work of others; project consequences of decisions and determine appropriate courses of action in stressful situations; and make public presentations on sensitive individual and/or community issues.

    TRAINING & EXPERIENCE EVALUATION
    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

    NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence.

    ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    NOTE:
    If there are three (3) or fewer qualified applicants, an examination may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
