    This recruitment will establish an employment list to fill current and may future vacancies for those County departments that have this position.     Current Vacancy is with the Resource Management Agency located in Visalia

    Typical Duties

    Assist management with daily landfill site operations; address customer questions or complaints; assist in preparation and interpretation of topographical based landfill phasing maps, including the planning and execution of refuse fill and soil excavation sequences; reconciliation of daily receipts, cash, checks, voids and change funds; oversee waste inspection and screening activities; monitor traffic, vehicles entering and exiting site and daily tonnage; coordinate daily schedule, including staff scheduling, project management and shift assignments; assist the Refuse Site Supervisor with the annual budget preparation, including projecting expenses and preparing requisitions for equipment, parts and supplies; assist the Refuse Site Supervisor in monitoring and managing expenses through monthly reporting and metrics; inspect refuse disposal sites and equipment to ensure compliance with laws and regulations governing refuse operations, environmental compliance and safety standards; train new employees in correct refuse disposal techniques, equipment operation, traffic direction; collection and reconciliation of fees; instruct and train personnel concerning proper landfill operations methodology and equipment maintenance and repair; meet with environmental regulatory agency personnel and perform site inspections as assigned; investigate and enforce unacceptable or illegal waste dumping; operate various pieces of heavy equipment used in landfill operations; ensure the safety of the public and Solid Waste staff. investigate, report and correct safety concerns and accidents; prepare appropriate forms; distribute safety materials; make recommendations and work with Refuse Site Supervisor to develop processes to improve customer service and daily operations; work with all County departments, public agencies, residents and other entities to resolve issues or concerns and increase customer service.

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education: Equivalent to the completion of the twelfth grade .

    Experience: Five (5) years of increasingly responsible experience in heavy equipment operation and maintenance in a service related industry, including at least three (3) years of which must have been as a Tulare County Refuse Equipment Operator II or equivalent.

    Knowledge of: Methods, equipment and materials used to transport and dispose of accepted types of solid waste; environmental regulations specific to California Code of Regulations Title 27, Title 5 and permits issued by the California State Water Resources Control Board, California Air Resources Control Board and CalRecycle; state safety regulations administered by California Occupational Safety and Health Administration; WasteWORKS solid waste management point-of-sale software or equivalent; tracking expenses; cash reconciliation practices; operation and maintenance of heavy equipment.

    Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; assist in planning disposal operations to meet service needs and sanitary requirements; operate a variety of heavy equipment including refuse compactor, dozer, scraper, loader and motor grader; read and interpret disposal and safety manuals, gauges and meters; demonstrate patience, tact and courtesy when dealing with customers and regulators; establish work priorities; schedule, assign, and review the work of others; prepare and read disposal site maps; administer a variety of site programs as assigned.

    License or Certificate: Possession

    Possession of a valid California Class "C" driver's license; possession of a valid California Class "B" driver's license; possession of a current Hazardous Waste Operations and Emergency Response (HAZWOPER) course certificate; possession, or shall obtain within the first year of employment, a Solid Waste Association of North America, Manager of Landfill Operations Certification.

    DESIRABLE EMPLOYMENT STANDARDS
    Skill/Ability to: Prepare and operate a sign manufacturing machine; sketch simple diagram; interview job applicants

    CONDITIONS OF EMPLOYMENT

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

    Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement:
    The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave: 12 set days and 1 personal holiday.

    Vacation Accrual:

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Disability Insurance:
    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation: A voluntary deferred compensation plan is available.
