Position DutiesThe Police Department's opening for a Department Information Technology Manager in the Systems Development Division of the Bureau of Technical Services. This position is a senior level technical manager who will be responsible for overseeing and managing the day-to-day Police Department Application services. This is a hands-on position whose daily activities include management of an Applications Sustainment Support team and maintaining major department wide applications which support critical line personnel. The team currently consisting of 1 Supervising Applications Analyst, 2 Information Systems Analysts, 2 Senior Systems Applications Analysts, and 2 Analyst. The Systems Development Division supports a main campus and 20 field offices, ensuring availability and reliability of critical systems is paramount. This position reports directly to the Systems Development Division Manager. Excellent command of verbal and written communication skills is required.
The responsibilities include, but are not limited to the following:
- Research, plan, and implement best practices and strategies that address the applications needs, or web development, for the Department, including development, administration, upgrade of the various applications used by the Police Department (911 Communications and PD).
- The Department Information Technology Manager will be responsible for developing project plans that include research, writing technical requirements/RFPs for procurement, developing best methodologies for system implementation, and creating maintenance and support documentation.
- Knowledge of Oracle, Informix, SQL, DBMS and its components with code and programming concepts. Specifically, the knowledge and experience needed to integrate with other applications from Oracle, Informix and SQL platforms.
- Knowledge and experience in RDBMS and DBMS on Microsoft Windows Server 2019, 2022, and 2025 UNIX, Linux, HCI, and VMware platforms.
- Ability to read DB Schema and compose contrived and formal relationships between tables specifically to develop forms and applications and Crystal Report integration.
- Knowledge and experience using Microsoft Visual Studio or other enterprise development applications to develop ASP, ASPX applications or compatible platforms.
- Knowledge of configuration and deployment of Microsoft IIS and previous experience deploying Web applications using IIS.
- Coordinate Department needs with stakeholders and Police Department Senior Staff, and create a mid-range plan of applications development and implementation.
- Provide administrative oversight over the Systems Development Division personnel and contracts.
- Work closely with the City's IT Department in coordinating city wide applications and the utilization at the Police Department.
The successful candidate will have solid information management experience, strong interpersonal and management skills, and hand-on experience with systems, equipment and methodologies used by police departments.
Minimum Qualifications Education and Experience Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field and five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.
Required Licensing (such as driver license, certifications, etc.) Possession of a valid license authorizing operation of a motor vehicle in California.
