The Port is currently recruiting for the position of
Manager, Port Purchasing. Manager, Port Purchasing plans, directs and supervises the purchasing activities of the Purchasing Department, assists Port departments in meeting their program responsibilities, and provides the management control necessary to guarantee the most effective use of purchasing resources Port-wide.

- Establishes policies and procedures concerning the procurement of materials, supplies and services.
- Supervises the preparation of invitations for bids and quotations; conducts formal opening and inspection of bids.
- Directs the awarding of contracts while assuring that the bid procedures conform to Port, state and federal legal requirements.
- Maintains regular contact with Port departments who make use of purchasing supplies and services and serves as a technical resource to them, to top management, and to appropriate public entities.
- Directs preparation of the annual budget for the Purchasing Department; administers the resources to operate.
- Schedules, assigns, supervises, reviews and evaluates the work of departmental personnel.
- Interviews, selects, and provides for training and motivation of staff.
- Prepares employee performance evaluations and deals effectively with job related problems of staff.
- Stays abreast of developments and future trends in purchasing through reading and attendance at conferences and seminars.
- Provides for the advantageous sale of obsolete, damaged, scrap, or surplus equipment, materials and supplies.
- Performs other related duties as assigned.
Minimum QualificationsEDUCATION AND EXPERIENCEThis position requires education and experience reflecting possession of the required knowledge and skills. A typical combination would include graduation from an accredited college or university with a bachelor's degree in business or public administration or a closely related field plus four years progressively responsible experience in purchasing or materials control.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
- Modern purchasing practices and procedures, including buying, inspection, storage and shipping methods.
- Sources of supply and markets and price trends to assure that the maximum value will be obtained per dollars expended.
- Various grades and qualities of a variety of materials, supplies and equipment.
- Principles and practices of management and supervision.
- Local, state and federal laws and other requirements governing the purchase of commodities for the port.
- Related outside agencies, their services, roles and responsibilities.
- Minority Business Enterprise Programs to evaluate their impact on an overall purchasing program.
Ability to:
- Plan workloads for others, including assigning and monitoring their work, conducting formal performance evaluations, and administering needed discipline.
- Identify, research and solve a wide range of work related problems, using resources such as trade publications and interviews with specialists in the field.
- Set and meet workload priorities under pressure of deadlines.
- Analyze complex specifications and proposals.
- Develop and implement goals, objectives, policies, and procedures, work standards and internal controls.
- Prepare and administer departmental budgets; negotiate and administer a variety of contracts.
- Supervise and direct subordinate professional and support staff; interpret and enforce administrative/operational polices, practices and procedures.
- Analyze complex administrative and program information, evaluate alternative solutions and recommend or adopt effective courses of action.
- Establish effective working relationships with other officials, vendors and the general public.
- Interpret specifications for equipment, bid proposals, insurance documents and contracts and to evaluate their impact on the port's business.
- Prepare clear, concise, grammatically correct reports, summaries, memorandums and letters to outside agencies.
- Perform and review purchase order calculations and bid proposals.
THE SELECTION PROCESSStage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application and supplemental questionnaire, appraisal review (pass/fail). Applications submitted without a completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage.
Only the most suitably qualified candidates will be invited to Stage II.
Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test the applicant’s overall aptitude for the position.
Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration . The Port reserves the right to modify the selection process, as necessary, to conform to administrative or business necessity.
