    POSITION SUMMARY

    This is a technical and administrative work of considerable difficulty directing, controlling, and supervising the City's regional wastewater treatment plant.
    The employee in this class plans, direct, and manages the operational, maintenance, and regulatory aspects of a wastewater treatment plant and the corresponding deep well injection site. The employee participates in periodic meetings with the Wastewater Large User Advisory Board.

    The employee exercises considerable initiative and independent judgement in developing and carrying out total program, with work subject to review by an administrative supervisor.

    This is a classified position covered by the Personnel Rules.

    ESSENTIAL JOB FUNCTIONS

    Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.     • Manages the work of assigned personnel; delegates and reviews work assignments; hires, trains, and evaluates employees
    • Prepares the annual operating budget, makes recommendations of new capital improvements for the wastewater plant and the deep well site, and prepares the necessary paperwork to procure materials, chemicals, components, services, etc.
    • Plans and implements repairs and installation of new equipment; extends or expands wastewater operations; oversees new construction
    • Develops plans and procedures for refining, expanding, and instituting wastewater treatment processes, production quotas, and work programs for altering, repairing, extending, or expanding the wastewater operations system
    • Works with engineering and other staff to plan and implement projects; reads and reviews engineering drawings and specifications; develops bids and specifications for various projects
    • Develops plans and procedures for refining, expanding, and instituting wastewater treatment processes, treatment quotas, and work programs for altering, repairing, extending, or expanding the wastewater treatment system.
    • Makes recommendations for new facilities and equipment, and for modification of existing facilities
    • Provides technical assistance to other City departments on problems relating to the wastewater operations system; responds as a subject matter expert on issues involving regulatory compliance, treatment techniques, and management issues within the plan
    • Confers with plant supervisors, regulatory representatives, and engineers relative to location and scope of construction affecting the plant and makes recommendations for new facilities and equipment, and for modification.
    • Prepares, reviews and finalizes monthly operating reports and budget reports regulatory reports, or any other required reports
    • Processes documents to procure materials, equipment, supplies, and services
    • Develops, writes, trains, and implements standard operating procedures
    • Ensures employee compliance with safety regulations and standard operating procedures
    • Ensures accuracy of asset management data related to the wastewater treatment system
    • Interfaces with Large Users in the Regional Wastewater System
    • Responds and is deployed as needed during emergencies including atmospheric events, loss of power, chemical releases, etc.
    • Performs necessary duties to foster and implement efforts in specialized activities such as Risk Management Plan (RMP), International Standards Organization (ISO), Effective Utility Management (EUM), etc.
    • Interviews candidates for employment and recommends in the interest of the City, that eligible applicants b hired and that subordinate employees be transferred, promoted, reassigned, disciplined or terminated; participates in the administration of collective bargaining agreements and in the adjustment of grievances
    • Works around medium voltage, rotating equipment and various hazardous chemicals.
    • May act as Water and Wastewater Treatment Manager in their absence.
    • Performs related work as required


    JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT

    Have graduated from an accredited college or university with a bachelor's degree in civil, mechanical, chemical, sanitary engineering or related degree.Have Five (5) years of technical experience in all phases of wastewater operations. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education.Previous supervisory experience is required.Class A Certified Operator's License from the State of Florida in wastewater.Knowledge of Federal, State, and County regulations.Proficiency in Microsoft Suite Veterans' preference per Florida law. All employees must be available and able to work assigned shifts as determined by their Department Heads.

    PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
    The position involves light physical demands, such as exerting up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects. Ability to work around medium voltage, rotating equipment and various hazardous chemicals.
