    Contract Compliance and Management Procurement Supervisor

    Job Location: This position will be located at Harry S Truman Building 301 W High St Jefferson City, MO 65012

    The Division of Purchasing is responsible for the purchase of products and services needed by state agencies to fulfill their missions within the Executive Branch.

    This is a professional position in the Division of Purchasing. The Procurement Supervisor will be responsible for contract compliance and contract management functions of the Division.

    The Contract Compliance and Management Procurement Supervisor must be highly motivated and a self-starter that can handle multiple frequently changing tasks.

    What you’ll do:

    • Monitor Emerging Contract Issues : Proactively monitor and address emerging contract management concerns in coordination with internal and external stakeholders. Communicate through written and verbal follow-up to support full compliance of the contract requirements by all parties.
    • Contract Health Check Coordination : Lead periodic contract health check meetings with departments to evaluate contractor performance, deliverables, and risk indicators. Collaborate with agency representatives to formulate proactive solutions and address concerns.
    • Supervision: Supervise one or more full-time or part-time team members responsible for supporting compliance and contract management functions. Provide training, guidance, and performance oversight.
    • Vendor Compliance Oversight: Oversee the tracking and enforcement of contractor compliance with participation commitments related to Minority/Women Business Enterprises (M/WBE), Organizations for the Blind/Sheltered Workshops, and Service-Disabled Veteran Enterprises (SDVE), as well as statewide administrative fee obligations.
    • Contract Continuity and Renewal Management: Oversee contract expiration tracking and proactively coordinate with state agencies and procurement staff to ensure timely renewals or re-bids, preventing lapses in contract coverage. Provide oversight and guidance on monthly renewal and re-bid reports distributed to state agencies.
    • Training and Outreach : Conduct training and outreach sessions for Purchasing and agency staff on contract compliance and management principles, practices, and tools to enhance program effectiveness.
    • Maintain Document Infrastructure: Assist in maintaining the division's document infrastructure, including procurement textfiles, solicitation templates, and standard contract documents to ensure consistency and accuracy.
    • Policy and Procedure Development: Support the development and ongoing maintenance of internal procedures, the Contract Management Guide, and Procurement Manual to reflect current best practices and policy requirements.


    All you need for success:

    Preferred Qualifications, Knowledge, Skills, and Abilities

    • Bachelor’s degree and 5+ years of relevant experience (public sector experience preferred; substitutions may be allowed).
    • Background in public sector contract management, ideally within a centralized procurement office.
    • Proven leadership or supervisory experience with strong performance management skills.
    • In-depth knowledge of public procurement laws, contract lifecycle management, and compliance requirements
    • Familiarity with M/WBE, SDVE, and Blind/Sheltered Workshop participation and reporting goals.
    • Proficient in Microsoft Office and contract management/reporting systems.
    • Strong analytical, organizational, and problem-solving skills.
    • Excellent communication skills for engaging stakeholders and presenting complex information.
    • Ability to independently manage multiple priorities and meet deadlines.
    • Skilled in training staff, maintaining documentation, and ensuring contract compliance.


    Successful background check results are required for employment in this position. This may include background checks involving a candidate's name and/or fingerprints and other screenings as needed for the specific position.
