GENERAL DESCRIPTION :
Under the direction of the Region 3 Regional Director, the State Park Development Coordinator position performs moderately complex (journey-level) program management specialist work and is responsible for assisting in the overall development, management and operations of assigned new parks. Guides efforts of an occupationally varied and geographically dispersed workforce to ensure all work efforts reflect and advance TPWD's Mission and Core Values and ensures exceptional service and outdoor experiences to the visiting public. Specific areas of responsibility include managing the development plans of new state parks to include directly coordinating with park development team partners to ensure timely progression of projects and working directly with park superintendents to operationalize all aspects of opening a new state park while facilitating the introduction of limited public access throughout the development process. Other areas of responsibility to include stewardship and management of natural and cultural resources, human resources management to include recruitment and development of an effective workforce, interpretation and education of the sites and their resources, visitor services, public safety, marketing, revenue collection and administration, and the preservation and protection of new state park sites. Oversees various project management related functions and reports including the complex planning and programming related to the development of new state parks' and historic sites' infrastructure. Strategically develops, applies, and manages all available resources to attract and serve a growing constituency. Effectively coordinates with appropriate Regional and Austin-based program staff, and personnel from other divisions, other agencies, local and state elected officials, and community leaders on new park development. May coordinate the work of others and serve in a mentor role to park superintendents and other agency personnel. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
NOTE : This position will assist with new State Park Development statewide, the immediate primary focus will be State Parks, Region 3- Hill Country Area.
Qualifications: MINIMUM QUALIFICATIONS :
Education :
Graduation from an accredited college or university with a Bachelor's degree.
Experience :
Six years management experience in planning, directing, and managing parks, park-related programs or relatable operations.
Six years' experience in personnel management, resource conservation, interpretation/education, public relations and oversight of various maintenance systems or project management.
Three years' experience as a supervisor or team leader.
NOTE : Experience may have occurred concurrently.
Licensure :
Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.
NOTE : Retention of position contingent upon obtaining and maintaining required license.
ACCEPTABLE SUBSTITUTIONS :
Education :
TPWD employees hired prior to January 1, 1998, with no break in service and a minimum of sixty semester hours may substitute two years of TPWD experience in park management, supervision, or operations for the required degree.
PREFERRED QUALIFICATIONS :
Education :
Graduation from an accredited college or university with a Bachelor's degree in Park Administration, Recreation and Parks, Wildlife/Fisheries Science, Natural and/or Cultural Resource Management, Forestry, Biology, Anthropology, Archeology or History.
Experience :
Experience managing a park with overnight and day use visitation.
Experience setting goals and expectations and in providing follow through measures for a multi-disciplinary team.
Experience developing and leading staff training and team meetings.
Experience working with external partners to include state and local elected and appointed officials, nonprofit partners, granting institutions and other government agencies.
KNOWLEDGE, SKILLS AND ABILITIES :
Knowledge of strategic and organizational planning and execution;
Knowledge of all phases of park administration and operations;
Knowledge of State purchasing and contracting for commodities, services and construction;
Knowledge of Project Management processes, tools, and techniques.

Ability to develop and maintain effective working relationships with elected officials, other agencies, other divisions, the media, and to build local support for a park operation;

Ability to perform work activities in accordance with TPWD safety program.
WORKING CONDITIONS :
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;
Required to work overtime as necessary;
Required to operate a State vehicle;
Required to travel up to 75% with possible overnight stays;
Non-smoking environment in State buildings and vehicles.
