    The City of Ventura is now accepting applications for the position of Police Sergeant (Promotional Only).

    Under direction, supervises a detail of law enforcement officers in Patrol, or other personnel on special assignment, or conducts difficult and responsible criminal investigations or staff work. Oversees and participates in all unit work activities and coordinates activities with other agencies.

    This position may be required to wear a uniform and work rotating shifts, including evenings, weekends, and holidays, and is subject to on-call and call-back status.

    DISTINGUISHING CHARACTERISTICS

    Police Sergeant is the first-level supervisory class in the Police job series exercising direct supervision over professional police staff, as well as civilian technical and clerical staff. Sergeants work independently, using discretion and judgment in making decisions and performing the full range of police officer duties.

    Duties may include, but are not limited to, the following:
    • Plans, prioritizes, assigns, supervises, and reviews the work of law enforcement staff. Recommends and assists in the implementation of department goals and objectives. Implements approved policies and procedures. Establishes schedules and methods for providing law enforcement. Identifies resources needed and reviews level of need with appropriate management staff. Allocates resources accordingly.
    • Supervises staff; reviews employee performance, works with employees to correct deficiencies, prepares performance evaluations, and recommends discipline as necessary. Participates in the selection of staff. Prepares and conducts staff training.
    • Briefs personnel at the beginning of a shift and makes assignments. Inspects the condition of equipment and personnel. Supervises the activities of officers or civilians. Reviews subordinates' activities and written work to ensure conformance to all regulations governing the responsibilities of subordinates.
    • Visits the scene of accidents, crimes, and incidents to provide assistance and review the activities of subordinates. Performs community-based policing with a familiarization between law enforcement and community residents. Supervises and participates in the investigation of cases involving subordinates. Interviews citizens. Responds to citizen complaints in a tactful manner.
    • Conducts special criminal investigations where experience and difficult problems are involved. Solves problems collaboratively. Issues special equipment. Stays current with trends and innovations in the field of law enforcement.
    • Assumes duties of commanding officer, as necessary. Performs all duties of a Police Officer, as required.

    POSITION QUALIFICATIONS

    A combination of education, training, and experience equivalent to graduation from high school and five years of experience as a Police Officer with the Ventura Police Department, including completion of a satisfactory probationary period as a Police Corporal with the Ventura Police Department, are required. An associate degree in criminal justice, or business or public administration is preferred and a bachelor's degree is highly desirable.

    License: Possession of a valid California Class C driver's license and an acceptable driving record is required.

    Certificate: Must possess and maintain a California Basic POST certificate .

    Department Selection Plan:

    Testing will consist of four exam components, as outlined below. Candidates must pass each of the exam components to continue in the selection process and be placed on the eligibility list.

    1. Written Examination (10% weight) - Community Meeting Room, City Hall

    Date: Wednesday, June 11, 2025

    A multiple-choice written test may include technical knowledge of general law enforcement principles, Department policies and procedures, and general law enforcement codes (PC, VC, WIC, and H&S). Candidates must achieve a minimum score of 70% to pass this exam component to move forward in the process.

    2. Oral Board Interview (30% weight) - Bogner Conference Room

    Date: Monday, June 16, 2025

    Candidates will participate in a structured oral board interview to evaluate their knowledge of the Police Department and City organizational issues, supervisory abilities, training, education, and experience. This will also include problem solving, decision-making, leadership, and interpersonal and communication skills. Candidates must wear "Class A" uniform to this exercise and practice physical distancing at all times. Candidates must achieve a minimum score of 70% to pass this exam component.

    3. Promotability Assessment Interview (weight 30%) - Professional Standards Conference Room

    Date: Monday, June 16, 2025

    Candidates will participate in a structured promotability review board. The review board will be an internal panel as outlined in the Police Department promotional policy. The review board will evaluate the candidates, resume, personnel file, overall law enforcement knowledge and experience, leadership abilities, and communication skills. The topic specific questions shall be the same for each candidate. Candidates must wear "Class A" uniform to this exercise and practice physical distancing at all times. Candidates must achieve a minimum score of 70% to pass this exam component.

    4. Supervisory Assessment (30% weight)

    Date: Wednesday, June 18, 2025

    Police Department supervisory staff will evaluate each candidate's knowledge and skills in the following areas as demonstrated in prior work experience with the Department: people skills, decision making/problem solving, leadership, work habits/safety, commitment to excellence, teacher/trainer, team player, works toward department goals, global viewpoint, and communication. Candidates must achieve a minimum score of 70% to pass this exam component.

    Certification to Eligibility List: Candidates scores from the written exam, supervisory assessment, oral board interview, and promotability interview components will be combined and weighted as listed above. Candidates achieving a final overall score of 70% or greater will have their names certified to an eligibility list sorted alphabetically in tier order as described in the Ventura Police Department's promotional policy and forwarded to the department for consideration.

    Selection Process (Week of June 23, 2025): Upon receipt of the eligibility list, the Police Department will arrange department selection interviews as described in the Ventura Police Department's promotional policy.

    At the completion of the department selection interview process, the Police Chief may select any of the eligible candidates in the tier being interviewed unless there are unusual circumstances such as documented disciplinary actions or prior "below standards/needs improvement" performance evaluations. In instances such as these, the Police Chief, at his discretion, will consider the severity of the unusual circumstance and may decide to deviate from tier order
