    The Paramedic position serves as a member of the Missouri - 1 Disaster Medical Assistance Team (MO-1 DMAT). This position is responsible for performing a variety of difficult, highly specialized and diversified health care activities during a disaster or major emergency. This position reports to the directly to the Supervisory Paramedic or Supervisor Nurse when deployed. Administratively, this position reports to the Chief Paramedic.

    Job Description:

    • Carries out the full range of life support functions for critically ill patients injured during a disaster or major emergency, i.e., cardiopulmonary arrest, treatment for severe bleeding, shock, etc.
    • Performs complete patient assessments, reassessments and resuscitation procedures, including intravenous fluids, endotracheal intubation, chest decompression, medication, spine/extremity immobilization, and other specialized life support procedures.
    • Observes conditions of patients during treatment and, based on judgment and experience, adjusts techniques or procedures as necessary to produce a positive response. Discontinues procedures when necessary.
    • Applies splints and dressings as required.
    • Performs emergency medical procedures to relieve patient’s pain and suffering to increase maximum care and comfort.
    • Leads litter teams in transporting patients to evacuation vehicles, including loading and unloading patients from ambulances, air-craft, and other conveyances.
    • Prepares detailed records of patient’s physical condition and a complete medical report for the attending medical officer, including patient’s emotional condition.
    • Performs other duties as assigned.


    Knowledge, Skill & Abilities:

    • Knowledge of the NIMS Incident Command System.
    • Knowledge of other disaster response organizations and their missions, i.e., FEMA, Red Cross, Non-Governmental Organizations, etc. for the purpose of exchanging disaster-related information.
    • Knowledge of the Federal Response Plan and the Missouri Emergency Operations Plan.
    • Ability to provide leadership and supervision of staff.
    • Ability to effectively manage people.
    • Ability to develop strategic plans to meet established goals.
    • Skill in critical thinking processes.
    • Experience providing standardized advanced life support level care and interaction techniques for the purpose of establishing effective relationships with patients and interacting with members of the treatment team.
    • Experience in oral and written communication to prepare reports, develop policies, procedures, present proposals, and provide advice, guidance and assistance.
    • Ability in dealing with people and organizations in a diplomatic manner.
    • Ability to perform a moderately difficult range of emergency medical care requiring licensure as an emergency medical technician and sufficient experience to serve as a response member of the emergency medical team.
    • Ability to set priorities, plan, and implement activities to maximize efficiency.
    • Ability to establish effective relationships with the MO - 1 DMAT community to exchange information on programs, ideas, etc.
    • Ability to use a computer to store, retrieve and compile data and prepare reports.
    • Ability to effectively organize and plan during crisis situations.
    • The ability to apply emergency medical and basic life support principles, procedures and techniques to patients requiring advanced emergency care.
    • Ability to use a computer to store, retrieve and compile data and prepare reports.


    Qualifications:

    • Must possess a valid and unrestricted Paramedic license to practice in the State of Missouri.
    • One year of specialized experience directly related to the NDMS Response Team position, equivalent to at least the GS-06 level in the Federal service.
    • Completion of NIMS courses: ICS-100, ICS-200, ICS-700 and ICS-800.
    • Degree or diploma from a National Registries Paramedic program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.


    Physical Requirements:

    • Occasional heavy lifting/moving patients and objects up to 80 lbs.
    • Long periods of standing/walking on uneven surfaces.
    • Considerable bending, stooping, reaching, etc.
    • Long periods of work without rest: up to 12 hours.
    • Working in a variety of climatic conditions and extreme weather.
    • Ability to move safely over uneven terrain or in confined spaces.
    • Ability to respond quickly to sounds.
    • Ability to see and respond to dangerous situations.
    • Ability to wear personal protective gear correctly for upwards of 12 hours.
    • Ability to work in an austere environment.
    • This work may also require defending oneself or others against physical attack.


    Work Environment:

    The work environment involves moderately high risks or discomforts, which require special precautions, e.g., working with risk of exposure to contagious disease, radiation or infection or in working with emotionally disturbed patients. Precautions are routine for nearly all situations. This position may be required to use protective clothing or gear. The work environment may involve high risks of exposure to potentially dangerous situations where conditions cannot be controlled.
