    DUTIES

    ANNUAL SALARY

    $109,640 to $160,295 and $135,699 to $198,380

    The salary in the Department of Water and Power is $133,130 to $165,390; $151,547 to $188,274; $163,782 to $203,475

    A Senior Benefits Analyst plans and directs the work of professional and clerical staff engaged in the administration of benefits and retirement programs; personally performs the more difficult and complex work; implements statutory and regulatory compliance requirements relating to benefits and retirement plan administration; administers benefits and retirement plan related contracts; plans, coordinates, and implements the strategic plan within an assigned Division; represents the Department before the Retirement Plan Commission or Board of Administration and various agencies; supervises a major unit or section of professional and clerical staff in an operating department and/or organization; may act as the assistant head of a major operating division and/or unit; applies sound supervisory fundamentals and techniques in building and maintaining an effective work group; fulfills equal employment opportunity responsibilities; and does related work.

    REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

    Two years of full-time paid experience as a Benefits Analyst with the City of Los Angeles or in a class at that level which provides experience in employee or retirement benefits program administration; or Graduation from an accredited four-year college or university and three years of full-time paid professional experience in benefits or retirement program administration, including experience in either analysis or overseeing projects/programs.

    PROCESS NOTES

    Applicants who lack six months or less of the above experience at the time of filing may file for this examination. However, they cannot be appointed until the full experience requirement is met.The positions of Senior Benefits Analyst in the Los Angeles City Employees’ Retirement System and Los Angeles Fire and Police Pensions require a valid Class C driver’s license issued by the California Department of Motor Vehicles (DMV) at the time of appointment. Candidates will not be eligible for appointment to these positions if their DMV record within the last 36 months reflects three or more moving violations and/or at fault accidents, or a conviction of a major moving violation such as DUI.For qualifying work experience in Requirement #2, the term “professional experience” applies to positions that require possession of a degree from an accredited four-year college or university in order to obtain that position. Therefore, to be considered “professional,” experience must be gained in positions requiring a four-year degree.City of Los Angeles experience and outside experience cannot be combined to meet the minimum requirement.Please note that qualifying education must be from a college or university accredited by a City of Los Angeles recognized agency. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates.     The examination score will be based entirely of an evaluation of professional and personal qualifications by interview. In the interview, the following competencies may be evaluated: Judgment and Decision Making; Analytical Ability; Supervision; Interpersonal Skills; Oral Communication; Written Communication; Strategic Planning; Job Knowledge, including knowledge of: Federal, State, and City compliance requirements and provisions related to benefits and retirement plan administration, including Division 4, Chapters 7, 10, 11, 14, 15, 16, 18, 19, 20, 21, 22, and 23 found in the Administrative Code, Chapter 18 of the Internal Revenue Code, and Article 11 of the City Charter; benefits programs related to defined benefit plans and/or defined contribution plans and their interrelationships; processes, procedures, and criteria used to calculate employee benefits; internal and external data processing, data management/recordkeeping, and computer-based systems’ capabilities as they relate to benefits and/or pension administration functions and objectives; trends applicable to health and retirement employee benefit programs; the factors to consider when making eligibility determinations for retirement benefits, disability, death benefits, and health and welfare benefits; the methods, techniques and materials used to engage membership, and promote benefits and retirement plan programs ; and other necessary knowledge, skills, and abilities.

    Prior to the interview, candidates will be required to prepare some written material related to the duties and responsibilities of a Senior Benefits Analyst. This essay material will not be separately scored, but will be presented to the interview board for review and consideration, which may include discussion, in the overall evaluation of the candidate. Those who do not complete the advisory essay will not be invited to the qualifying multiple-choice test and will be considered to have failed the entire examination. To be considered complete, the advisory essay must include a substantive response for each question or problem included in the advisory essay for which a candidate is required to provide an answer. Please note that candidates must complete the advisory essay and meet minimum qualifications as stated on this bulletin in order to be considered further in the examination process.

    The advisory essay will be administered on-line . Candidates invited to participate in the examination will receive an e-mail from the City of Los Angeles outlining the specific steps needed to complete the on-line advisory essay. Candidates will be required to complete the on-line advisory essay between MONDAY, JULY 21, 2025 and MONDAY, JULY 28, 2025. Candidates who fail to complete the advisory essay as instructed may be disqualified.

    Candidates will be notified by e-mail of the date, time, and location of the interviews, which may be held in Los Angeles or on-line. It is anticipated that the interviews will begin during the period of MONDAY, AUGUST 18, 2025 TO FRIDAY, AUGUST 29, 2025.

Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22, and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.

    Notice :

    If you receive and accept an offer of employment to a regular position with the City of Los Angeles, your employee benefit coverage (including health and dental coverage as well as life insurance) will commence approximately six weeks after your original regular appointment.
