Position DescriptionThe City of Tacoma is recruiting for the city-wide classification of Engineering Construction Coordinator (ECC) . This position oversee s , inspect s and coordinate s the field operation activities assigned to City construction projects and coordinate s work between the City and private contractors.
T he ECC role encompasses various responsibilities, including, but not limited to, road and bridge construction and improvements, ensuring safety in the Right-of-Way, managing sidewalks, curb ramps, storm and sanitary sewers, water and electrical systems, traffic signals, and street lighting systems.
The ECC is tasked with performing constructability and quality control reviews during project design. This includes analyzing plans and specifications for accuracy, checking for completeness and ensuring compliance with City ordinances and regulations. The ECC collaborates closely with other members of the project t eam to meet quality assurance standards.
Responsibilities may include:- Manage and coordinate a wide range of construction projects including full building systems, hydropower unit rebuilds, and generator/turbine renovations.
- Provides oversight & support of inspection activities and inspection staff. This includes, but is not limited to, road and bridge construction and improvements, sidewalks, curb ramps, storm and sanitary sewers, water and electrical systems, traffic signal and street lighting systems.
- Responsible for performing constructability and quality control reviews during project design, studying plans and specifications for accuracy, checking for completeness and compliance with City ordinances and regulations.
- Deliver the most effective construction inspection and quality assurance program possible. Document issues that arise during the design or construction of the project that impact established processes, checklists, or other elements of the project delivery process.
- Oversee installation and upgrades of steel, concrete, and masonry systems; underground power, water, wastewater, stormwater, and communications winfrastructure.
- Supervise and inspect site work including paving, surveying, structural steel painting, and fish collectors or boating access improvements.
- Conduct pre-construction reviews of project plans and specifications to ensure compliance with contract requirements and applicable ordinances.
- Serve as the on-site authority with the ability to stop work due to safety concerns, procedural violations, or environmental risks (dust, fumes, hazardous materials, water contamination, etc.).
- Perform field engineering duties to support ongoing construction activities and schedule required inspections.
- Coordinate permitting efforts with external agencies including Ecology, DNR, Corps of Engineers, FERC, and various state and local jurisdictions.
- Respond to RFIs, Change Order Proposals (COPs), and Engineering Change Directives (ECDs) in accordance with contract documents.
- Administer construction contracts for recurring services such as roofing, pavement patching, fencing, and earthwork.
- Review and approve construction submittals and contract payments, ensuring completeness and compliance with contract specifications.
- Utilize field technology (laptop, survey equipment, cameras, testing devices) to prepare daily reports, track project progress, and compile as-built documentation.
- Provide daily oversight of contractor safety programs to ensure proper use of PPE and adherence to established safety standards.
- Gather and assess preliminary information for future construction projects and coordinate with internal work groups as needed.
- Communicate with a variety of department, engineering, outside organizations and others to coordinate work activities and to provide and receive technical information and assistance.
- Train and provide work direction to others as assigned.
- Advise and confer with the general public concerning problems as the result of projects adjacent to their property.
QualificationsRequires graduation from high school and five years’ of increasingly responsible experience in construction and inspection, or an associates’ degree or equivalent in civil engineering and three years’ of experience.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTSValid Washington State driver's license at time of appointment with maintenance thereafter.
Physical Requirements & Working Conditions
Work includes indoor and outdoor environment; subject to driving to construction sites and working around congested traffic areas, working in adverse weather conditions and noise and fumes from equipment.
Position requires climbing and working in different types of terrain.

Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.
Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.
