    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION :

    Under the direction of the Application Development Manager, this position performs advanced and/or supervisory (senior-level) computer programming work. Work involves interacting closely with project management and customers to gather requirements, design, build and maintain applications. This may include developing multiple aspects of an application like web and mobile user interfaces, middle and database tiers. Assists with architectural direction for web and mobile applications and involves overseeing the planning, scheduling, and assigning of projects. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgement. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Sixty semester hour's college credit from an accredited college or university.

    Experience :

    Seven years of full-time experience in programming enterprise applications in java.

    Five years of programming experience in Spring Framework.

    Five years of programming experience in a JavaScript framework like React.

    Two years of experience serving as technical lead in projects.

    NOTE : Experience may have occurred concurrently.

    Licensure :

    None required.

    ACCEPTABLE SUBSTITUTIONS :

    Education :

    One additional year of business application computer programming experience may substitute for 30 semester hours of the required education, with a maximum substitution of 60 semester hours.

    PREFERRED QUALIFICATIONS :

    Education :

    Bachelor's degree in Computer Science from an accredited college or university.

    Experience :

    Significant recent experience developing Java applications for large/complex projects.

    Recent experience designing and developing databases for applications including entity relationship diagramming, table normalization, performance tuning on relational databases.

    Oracle Database experience.

    React experience.

    KNOWLEDGE, SKILLS AND ABILITIES :

    Knowledge of architectural concepts for achieving end-to-end performance, scalability, availability, reliability, integration and security.

    Knowledge of current technological trends in software development and hardware architectures.

    Knowledge of unit testing frameworks.

    Skill in developing secure multi-tier JEE applications using Java Spring.

    Skill in developing web applications in React JS.

    Skill in developing RESTful Web services using Java.

    Skill in DevSecOps.

    Skill in creating user interfaces via HTML 5.

    Skill in using ORM tool like Hibernate.

    Skill in developing responsive web pages.

    Skill in using a version control software like SVN or Gitlab.

    Skill in using IDE like Eclipse, Toad or SQL Developer.

    Skill in using configuration management tool like Jenkins.

    Skill in deploying and configuring applications on web application server like Jboss or Tomcat.

    Skill in effective verbal and written communication.

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts.

    Skill in managing several projects simultaneously.

    Skill in prioritizing tasks and meeting deadlines.

    Skill in participating in Joint Application Development sessions for requirement definition, system appraisals and process re-engineering projects.

    Skill in developing applications for compliance with Section 508 of the U.S. Rehabilitation Act.

    Skill in writing SQL in industry standard relational databases and using SQL for analysis, migration and support of applications.

    Skill in integrating with Reporting solutions like Power BI.

    Ability to work independently with little or no supervision.

    Ability to perform detailed work accurately.

    Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities.

    Ability to follow standards for software development.

    Ability to serve as technical lead on programming projects.

    Ability to assign or supervise work of others.

    Ability to perform the steps required of the System Development Life Cycle (SDLC).

    Ability to integrate newly developed technologies and methodologies into the existing application development environment.

    Ability to participate in the interview and selection process for in-house and contracted staff.

    Ability to design and review RFI's and RFP's for hardware, software or services.

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS :

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

    Required to adjust to changing schedules, based on business needs.

    Required to work overtime as necessary.

    Required to provide after-hours support as needed.

    Non-smoking environment in State buildings and vehicles.

    Required to pass a national fingerprint-based background check to obtain employment.

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures.

    Required to travel 5%.
