*Subject to change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Under the leadership of the Director of Financial Reporting in the Controller’s Office, the Senior Division Manager is responsible for overseeing the City’s Annual Comprehensive Financial Report (ACFR) process—an enterprise-wide effort that requires close coordination with multiple departments, external auditors, and financial reporting platforms. This role demands a deep understanding of evolving GASB standards to ensure full compliance in external reporting. The Senior Division Manager plays a key role in managing the City’s financial close and reporting cycles, leveraging strong technical expertise. Additionally, the incumbent serves as the City’s subject matter expert on the reporting tools and platforms used to prepare the ACFR, PAFR, and other key financial deliverables. The position also includes providing training and mentorship to accounting staff, promoting adherence to technical standards and driving process improvements.
The Senior Division Manger duties will include but are not limited to:- Direct full lifecycle of the Annual Comprehensive Financial Report (ACFR).
- Interpret and apply GASB standards to financial reporting.
- Coordinate with departments and auditors to collect and validate financial data.
- Oversee the financial reporting platform for data integration, version control, and formatting.
- Lead the year-end financial close for the City.
- Ensures compliance with applicable accounting standards and supports internal reporting and fund balance analysis during the year-end process.
- Ensure timely, accurate, and complete reconciliations across departments.
- Identify process improvements and implement automation where applicable.
- Manage monthly financial reporting for the City’s enterprise funds.
- Ensure compliance with GASB standards for proprietary fund accounting.
- Prepare schedules and disclosures related to business-type activities in the ACFR.
- Supervise and mentor professional accounting staff.
- Serve as technical advisor and trainer on accounting standards and reporting platforms.
- Act as key liaison with external auditors on complex reporting issues.
- Identify process improvements to enhance financial reporting quality and efficiency.

MINIMUM REQUIREMENTS EDUCATIONAL REQUIREME NTS Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field related to activities of the division.
EXPERIENCE REQUIREMENTS Eight years of progressive professional experience related to the activities of the division are required, with at least three of the years in a supervisory or managerial capacity.
A Master's degree in Business Administration, Public Administration or a field related to the activities of the division may be substituted for two years of non-supervisory experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS None.
PREFERENCESPreference will be given to candidates that have strong accounting and analytical skills, with demonstrated expertise in applying Governmental Accounting Standards Board (GASB) principles. Proficiency in cloud-based financial reporting solutions, particularly experience with Workiva, is highly desirable. A Certified Public Accountant (CPA) designation is strongly preferred. The candidate should also demonstrate proven leadership experience in managing teams and driving process improvements in a complex financial reporting environment.
