DescriptionVacancy is in the Inspector General's Office. The Inspector General’s Office of the City of Hartford is seeking a dedicated and detail-oriented Assistant Inspector General (AIG) to support its mission of promoting police accountability and fostering public trust. The role represents a unique opportunity to make a meaningful impact on government transparency, civilian oversight, and police reform. As an Assistant Inspector General, you will work closely with the Inspector General to conduct thorough, independent, and impartial investigations into citizen complaints against Hartford Police Department officers. Incumbent will interview witnesses and review evidence, including police reports, Internal Affairs reports, and body-worn camera footage. Prepare detailed, structured reports outlining findings, conclusions, and recommendations. Assists in developing training on investigative procedures. Promote transparency and accountability. Performs related work as required.
This is a Classified Non-Union position. T his is a Part-Time position. Knowledge, Skills & AbilitiesThe examination will consist of rating your training and experience as contained on your application. It may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure the following:
Knowledge of:- Criminal law, criminal procedure and rules of evidence.
- Governmental organization and functional responsibilities.
- Role and function of the state, local, federal and other law enforcement agencies in Connecticut.
Skill in:- Qualitative and quantitative data analysis.
- Research and analysis of public policy.
- Writing and oral presentation to communicate investigative findings.
Ability to:- Produce clear, and objective reports.
- Present findings in a clear and concise way during public forums.
- Comprehend and analyze complex issues.
- Apply expertise in police procedures, criminal investigations, and the legal standards governing search and seizure and use of force conduct through thorough independent investigations.
- Act with professional judgement, ethical behavior, integrity, and accountability.
QualificationsOpen to all applicants who meet the following qualifications, with the exception of any previously employed or currently employed Hartford Police Department employees (as per Ordinance Amending Article V, Division 5, Section 2-196 of the Hartford Municipal Code adopted November 23, 2020):Graduation from a four-year accredited college or university AND three (3) years of experience in law enforcement, investigations, legal practice, oversight, or related fields.
Licenses, Certifications and Special Requirements State of Connecticut driver’s license
Successful completion of a thorough and comprehensive criminal history and background screening.
